Voters and people consider the issuance of Circular No. 29/2024/TT-BGDDT by the Ministry of Education and Training with specific regulations to strictly manage extra teaching and learning activities, avoiding abuse and negativity in education as a step forward in transparency of extra teaching and learning activities, ensuring the rights of students and teachers, and at the same time reducing financial pressure on parents.
However, some parents and teachers expressed concern that limiting extra teaching and learning can affect the quality of review - especially for final year students preparing for the transfer exam or graduation.
People reported the situation of parents organizing their own collection of money under the name of "forestation" but not publicly, leading to disagreement between parents in class. Meanwhile, teachers also face great pressure when they have to ensure the quality of teaching and reviewing without charging fees, causing unfairness and affecting teachers' lives.
Some localities have difficulty in monitoring and implementing regulations, especially at extracurricular teaching centers.
From the above reality, voters suggest that functional agencies and local authorities need to take regular monitoring and inspection measures to ensure proper implementation of regulations, while strictly handling violations.

Voters and people also recommended that the Government soon direct the Ministry of Education and Training to build a strategy for education and human resource training for the new era; develop a lifelong learning program, a green education program, a "digital electrolyte standard"; strictly manage university admissions, especially in the fields of medicine, pharmacy, and pedagogical; attach importance to education from preschool to junior high school; promptly adjust the general education program and unify a set of national standard textbooks for all levels.
Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning takes effect from February 14, 2025.
The Ministry of Education and Training has repeatedly emphasized that extra teaching and learning is a real and ongoing need. With Circular 29, the Ministry does not prohibit extra teaching and learning, but that requirement must be active activities, in accordance with regulations.
