Continuing the program of the 9th Session, on the morning of May 6, National Assembly deputies discussed in the hall a number of contents with different opinions in the draft Law on Teachers.
Contributing opinions to the Draft Law on Teachers, Delegate Tran Van Tien - National Assembly Delegation of Vinh Phuc province proposed to add more provisions to Clause 2, Article 11 on what teachers are not allowed to do.
Accordingly, Delegate Tran Van Tien proposed to add a provision prohibiting teachers from posting negative information and images about students, parents of schools or the education sector on social networks or other media without a license from a competent authority.

"It is necessary to consider the relationship between teachers, parents, students and other social relationships, there needs to be absolute respect between parents, students, teachers and vice versa" - Delegate Tran Van Tien said.
Previously, the National Assembly listened to National Assembly Standing Committee member Nguyen Dac Vinh present a report explaining, accepting and revising the draft Law on Teachers.
Clause 3, Article 11 of the Draft Law on Teachers stipulates the things that organizations and individuals are not allowed to do to teachers:
a) Not fully implementing the regimes and policies of teachers according to regulations;
b) Posting and disseminating information during the inspection, examination, and handling of teachers' violations without an official conclusion from the competent authority or inaccurate information about the teacher;
c) Other things not allowed to be done as prescribed by law.
Mr. Nguyen Dac Vinh said that there are opinions agreeing with the regulation that organizations and individuals are not allowed to disseminate or disseminate inaccurate information about teachers, but suggested considering the regulation of not publicizing information about teachers' violations to avoid conflicts with the right to access information according to the provisions of relevant laws.

The National Assembly Standing Committee believes that this regulation is necessary to protect the reputation and image of teachers from abuse, interpretation and dissemination of information that has not been verified, without official opinions and conclusions from competent authorities.
For incidents that have not been inspected or checked, information can still be reported if signs of violations or negative manifestations are detected. For the case that is being inspected and inspected without a conclusion from the inspection and examination agency, the disclosure of information is not allowed, because it can affect the objectivity of the inspection and examination process.
"This regulation does not conflict with the right to access information, rights, obligations and prohibited acts in the Press Law, the Law on Cyber Information Security, the Civil Code... Therefore, I would like to keep the regulation as in the draft Law" - Mr. Vinh said.
