Continuing the program of the 9th Session, on the morning of May 6, National Assembly deputies discussed in the hall a number of contents with different opinions in the draft Law on Teachers.
At the hall, the issue of extra teaching and learning was discussed by many delegates.
Ms. Tran Khanh Thu - National Assembly Delegation of Thai Binh Province - raised the issue: Currently, society, parents, and students have the need for extra classes and this is a legitimate wish. Many students volunteer to go to centers for extra classes in English or other cultural subjects.
"When there are needs for students and families, teachers also want to increase their income and they choose to work part-time to teach part-time.
After 8 hours of teaching in class, teachers can completely put in their efforts to teach extra classes. Teachers giving up time for their families to do extra work related to their expertise and bring benefits, increase income - I think - there is nothing wrong with that, said Ms. Thu.

Delegate Tran Khanh Thu emphasized that the most important issue to discuss is to fight negativity in extra teaching, such as the situation of teachers forcing students and taking advantage of extra classes...
To do this, Ms. Thu said that there should be unified regulations for extra teaching and learning activities to take place officially like other types of services.
She proposed to amend Point c, Clause 2, Article 11 on things that are not allowed to be done, from the regulation: "Forcing learners to participate in extra classes in any form" to: "Not participating in extra classes against the provisions of law".
"The regulation that does not force learners to participate in extra classes in any form has existed for a long time, but the limitation of extra classes and extra classes has not been as effective as expected," Ms. Thu explained.
Ms. Dang Bich Ngoc - National Assembly Delegation of Hoa Binh Province - said that regulations on management of extra teaching and learning have now been stated in Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training.
According to Ms. Ngoc, the viewpoint of the education sector is to limit extra teaching, especially in the context of innovating general education programs and encouraging active learning.
To increase transparency, strict management and associated with professional ethics, delegate Dang Bich Ngoc proposed to add point e, clause 2, Article 7: "Teaching activities outside the main curriculum include excellent student training, weak student admission, and extra-curricular admission - in accordance with the provisions of law - are considered part of professional activities when ensuring the right educational purpose, not for profit and complying with current management regulations on extra teaching and learning".
