Reorganizing the school network, streamlining focal points
Hung Yen Provincial People's Committee has issued a Decision approving the Overall Plan for arranging public preschool, general education, continuing education, and vocational education institutions in the province.
According to the plan, the province sets a target to reduce at least 30% of educational institution focal points; localities with favorable conditions reduce about 50% compared to July 1, 2025, and at the same time encourage the development of large-scale educational institutions. The entire arrangement and streamlining of administrative management focal points must be completed before August 30, 2026.
In Hung Ha commune, the Commune People's Committee organized a conference to deploy the plan to arrange educational institutions in the area. At the conference, key contents in the plan of the Provincial People's Committee on arranging the network of public educational institutions were thoroughly grasped, in which the goals, requirements, roadmap and tasks of each agency and unit were clarified.
Delegates focused on exchanging views on the arrangement plan, the arrangement and use of management staff, teachers, staff and the management and exploitation of facilities after arrangement.
Leaders of Hung Ha Commune People's Committee requested to complete the review and appraisal of the project; approve the project, issue decisions on organizational structure and personnel; hand over assets, stabilize the organization and put units into operation before August 25, ensuring readiness for the new school year.
In Xuan Truc commune, the plan to arrange educational institutions is built to reorganize the school network in a streamlined and reasonable direction, improve the efficiency of management and use of staff, and focus resources on investing in facilities and teaching equipment.
The project was built after Xuan Truc commune was established on the basis of merging 3 communes Quang Lang, Xuan Truc and Van Du, with a population of over 25,000 people and a school system inherited from old administrative units.
According to the plan, Xuan Truc Kindergarten, Quang Lang Kindergarten and Van Du Kindergarten will be merged into Xuan Truc Kindergarten, organized according to the main school model and school sites, with a scale of 45 classes with 978 students.
At the primary level, Xuan Truc Primary School, Van Du Primary School and the primary level of Quang Lang Primary and Secondary School were merged into Xuan Truc Primary School, with a scale of 48 classes, 2,006 students.
For secondary school level, Xuan Truc Secondary School, Van Du Secondary School and secondary school level of Quang Lang Primary and Secondary School are merged into Xuan Truc Secondary School, with a scale of 36 classes with 1,448 students.
A series of schools are merged and reorganized according to school sites
In Khoai Chau commune, the arrangement plan is built with many schools reorganized according to the model of one school with many school sites.
For preschool education, Khoai Chau Kindergarten and Phung Hung Kindergarten were merged into Khoai Chau 1 Kindergarten, with a scale of 35 groups/classes, including 6 school sites. Binh Kieu Kindergarten, Dong Ket Kindergarten and Lien Khe Kindergarten were merged into Khoai Chau 2 Kindergarten, with a scale of 44 groups/classes, including 7 school sites.
At the primary level, Khoai Chau Primary School and Phung Hung Primary School were merged into Khoai Chau 1 Primary School, including 3 school sites with 49 classes. Dong Ket Primary School, the same primary level of Binh Kieu Primary & Secondary School and Lien Khe Primary & Secondary School, was merged into Khoai Chau 2 Primary School, including 3 school sites with 59 classes.
At the secondary school level, Nguyen Thien Thuat Secondary School, Khoai Chau Secondary School and the secondary school level of Binh Kieu Primary and Secondary School were merged into Nguyen Thien Thuat Secondary School, including 3 school sites with 47 classes. Dong Ket Secondary School, Phung Hung Secondary School and the secondary school level of Lien Khe Primary and Secondary School were merged into Khoai Chau Secondary School, including 3 school sites with 49 classes.
According to the draft, after arrangement, the number of public non-business units in the field of education in Khoai Chau commune will decrease from 14 schools to 6 schools, including 2 kindergartens, 2 primary schools and 2 secondary schools. The plans require ensuring teaching activities, students' learning rights and regimes and policies for officials, teachers, and staff.
