New notes on the arrangement of accountants and medical staff when arranging schools
The Government stipulates the structure, quantity and policy regimes for educational support personnel, including accountants and school health staff when arranging.
This content is stated in Resolution 37/2026/NQ-CP on the structure, quantity and some policies for principals, directors, vice principals, deputy directors, and educational support personnel when implementing the arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels.
Regarding the structure, quantity and policy regime for education support personnel, the Resolution stipulates:
1. Number of educational support personnel for preschool education institutions, general education institutions, and continuing education centers:
a) Accounting, clerical, and cashier positions are arranged for common use for educational institutions (including main schools, branches, and school sites), each position is arranged with 1 person.
For the accounting position, in case it belongs to the type of school with boarding and semi-boarding students with a scale of 40 classes or more, a maximum of 2 people can be arranged.
b) Job positions for equipment, laboratories, libraries, educational services, student counseling, educational support for people with disabilities, information technology (or office administration), school health are arranged separately for the main school and each branch. Dong Thap establishes hotline to receive feedback on tutoring and extra classes
Dong Thap Electronic Information Portal updates information, the Provincial People's Committee has decided to issue regulations on tutoring and extra classes in the province.
Accordingly, the People's Committee of Dong Thap province assigned the Department of Education and Training (GDDT) to be responsible for presiding over and coordinating with relevant agencies and units to guide and organize the implementation of regulations on tutoring and extra classes in Dong Thap province for schools, organizations and related individuals under their management in the province.

The unit must organize or coordinate with relevant agencies to organize inspections of tutoring and extra classes in the managed area; coordinate with competent authorities in inspecting tutoring and extra classes in the managed area when requested.
Along with that, it is necessary to establish and publicize hotline phone numbers on the Department's electronic information portal or post them at the agency headquarters to receive and process petitions and reflections on tutoring and extra classes in the managed area; handle them according to their authority or request competent authorities to handle violations. Ministry of Education and Training reminds teachers not to concurrently perform more than 2 tasks
Ms. Nguyen Thi Van asked, high school teachers who concurrently work as homeroom teachers, deputy heads of professional groups, and secretaries of Party cells, how many teaching hours are reduced in a week, and based on which legal documents?

Regarding this issue, the Ministry of Education and Training answers as follows:
According to the provisions of Clause 3, Article 3 of Circular No. 05/2025/TT-BGDĐT, each teacher does not concurrently hold more than 2 tasks. According to the content mentioned by Ms. Nguyen Thi Van, she is concurrently holding 3 tasks. Therefore, it is requested that she directly give her opinion to the school principal to re-assign concurrent tasks to ensure the principles stipulated in Clause 3, Article 3 of Circular No. 05/2025/TT-BGDĐT and in case teachers must be assigned to teach beyond the average teaching time limit in 1 week (including converted teaching hours for concurrent tasks), the total number of teaching hours exceeding the average teaching time limit in 1 week is not more than 50%.
