Currently, secondary schools, high schools and vocational education and continuing education centers in Ninh Binh province are implementing additional teaching for students who register for extra classes for each subject such as: students with unsatisfactory final year results; students selected by the school to train excellent students; senior students voluntarily register to review for entrance exams and review for graduation exams according to the school's education plan.
However, teaching and reviewing for final year students at schools is facing many difficulties, especially the issue of allocating funding for extra teaching.
At Truong Han Sieu Secondary School (Hoa Lu City, Ninh Binh), there are currently nearly 300 grade 9 students registering to review for the entrance exam for grade 10 high school, school year 2025-2026, however, students are currently being taught for free, and teachers who teach there are no remuneration.
Ms. Trinh Thi Van Khanh - Principal of the school shared that for grade 9 students, the school is currently maintaining 3 subjects (Literature, Math and Foreign Language), in which each subject is not more than 2 periods/week.
"Currently, the school does not have the budget to support teachers to teach extra classes, and the staff and teachers participate in teaching in the spirit of "all for the beloved students". If the province will provide funding to support teachers who teach extra classes in schools in the future, we will prepare documents to pay these teachers" - Ms. Khanh shared.
Mr. Dinh Van Kham - Deputy Director of the Department of Education and Training of Ninh Binh province said that currently, secondary schools, high schools and vocational education and continuing education centers in Ninh Binh province are all implementing extra teaching and reviewing for students and do not collect fees in accordance with the regulations in Circular 29 of the Ministry of Education and Training.
"If the organization of extra teaching in schools is not collected, educational institutions will face many difficulties because the regular state budget funding only ensures minimum educational activities at school units" - Mr. Kham said.
Also according to Mr. Kham, in order to maintain, maintain and continue to improve the quality of education and training of the province, especially maintain the output results at the high school graduation exam, the 10th grade entrance exam for high school, the organization of tutoring in the school for students registering to study extra classes in each subject and the subjects are students with the results of the end of the adjacent semester at the unchanged student, the students can register for the students to apply for good quality, the students have the students to register for the students Graduation exams, graduation exams under the school's educational plan prescribed in Circular 29 of the Ministry of Education and Training are essential.
From the above reality, the Department of Education and Training of Ninh Binh province has proposed the provincial People's Committee to support nearly VND 25 billion to teach tutoring for high school graduation exams in 2025 and review for the 10th high school for the 2025 - 2026 school year. Of which, the funding for tutoring, high school graduation exam is over 18.8 billion VND and the funding for extra teaching, exam review in grade 10 is over 6.1 billion VND.
On April 22, 2025, the People's Committee of Ninh Binh province issued Decision No. 60/2025/QD-UBND regulating extra teaching and learning in Ninh Binh province. Accordingly, the People's Committee of Ninh Binh province assigned the provincial Department of Education and Training to coordinate with the Department of Finance and relevant agencies and units to study and advise competent authorities to arrange funding for organizing extra classes and extra classes in schools according to the provisions of law.
For the collection and management of extra tuition in the school use the state budget and other legal funding sources as prescribed by law. The subjects and expenditures must be approved through the school council, the conference, the employee at the beginning of the school year and the estimated, included in the internal spending regulations in the school year of the educational institution, ensuring publicity, transparency and regulations.
