Proactively research, seriously implement
After Circular 29 took effect from February 14, Ms. Hang Nga, a Math teacher in Thanh Hoa, and a number of colleagues proactively stopped teaching extra classes, carefully learned the terms and regulations and conducted business registration procedures.
At first, when they got to know each other, Ms. Hang Nga also had concerns and worries. But now, when the business registration process is almost completed, Ms. Nga feels much more secure. "When I have a business license, I will teach extra classes. At that time, students will be able to choose the right teacher for themselves" - Ms. Hang Nga shared.
Not only Ms. Hang Nga, teachers in all provinces and cities across the country are also actively researching and taking the initiative in implementing regulations on extra teaching and learning.
In Ha Tinh, in the city alone, about 250 - 300 teachers have completed business registration procedures to teach extra classes. The statistics are not complete, the whole province of Ha Tinh has over 2,000 dossiers of teachers requesting to register individual business households to be trained after just over a week of Circular 29 taking effect.
In Tuyen Quang, according to the Department of Education and Training of Tuyen Quang province, there are currently 149 units in the province licensed to do business and organize extra teaching and learning activities. In Tuyen Quang city, there are 107 facilities, Yen Son district has 26 facilities, Son Duong district has 7 facilities, Chiem Hoa district has 5 facilities, Ham Yen district has 3 facilities and Na Hang district has 1 facility.
The Department of Education and Training of Bac Giang province also has recorded that by February 2025, the number of new organizations/individuals registered to do business in the field of extra classes is 716 (of which 35 enterprises registered to do business with the Department of Planning and Investment and 681 family businesses were certified by districts, towns and cities).
Teacher Truong Thi Thu Hien - Literature teacher at Le Loi High School, Quang Tri province - said that the most notable point when Circular 29 was issued and took effect was the prestige and honor of teachers being consolidated. More importantly, the new regulations will contribute to limiting negative activities in extra teaching and learning, meeting the expectations of public opinion.
Monitoring the implementation of regulations on extra teaching and learning
On the side of the Ministry of Education and Training, in addition to issuing circulars and instructions, it is also active in inspecting and supervising implementation. Thereby, promptly answering and removing difficulties and obstacles of localities in properly implementing regulations on extra teaching and learning.
In the past 2 weeks, the inspection team of the Ministry of Education and Training led by Deputy Minister Pham Ngoc Thuong has surveyed and grasped the implementation of Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning in many provinces and cities such as Bac Giang, Hai Phong, Quang Tri, Hanoi.
Deputy Minister Pham Ngoc Thuong repeatedly emphasized that tutoring and extra learning are a real and ongoing need and affirmed that with Circular 29 of the Ministry of Education and Training, it is not forbidden to teach and learn more, but it must be active tutoring and extra teaching in accordance with regulations.
Through the inspections, the Deputy Minister highly appreciated the proactive spirit and methodical, gentle, serious and effective implementation of Circular 29 of the local education sector. Referring to the viewpoint of "5 no's", "4 highs" is: not " knocking the drum and giving up the bucket", not making any compromises, not giving in, not turning things around, not saying difficult things without doing anything. 4 topics are: promoting the role of education managers at all levels; promoting the spirit of self-respect, self-respect, and dedication to students of teachers; promoting self-awareness and self-study of students; promoting the role of school - family - social relationships.
"The consequences of extra teaching and learning are not new, the regulations on management of extra teaching and learning are not new. Circular 29 when issued has difficulties, but the education sector has deep confidence that implementing this Circular well will bring good value" - the Deputy Minister said and shared the highest goal that the Ministry of Education and Training and the education sector need to persevere and wholeheartedly implement, which is to teach well, teachers and students can go to school happily.
