Can the Provincial People's Committee handle violations of extra teaching activities?
Pursuant to the provisions of Article 8 of Circular 29/2024/TT-BGDDT on current extra teaching and learning, the responsibility of the Provincial People's Committee is stipulated as follows:
Responsible for managing extra teaching and learning activities in the locality;
Issue local regulations on extra teaching and learning, including the following main contents:
Responsibilities of People's Committees at all levels, education management agencies and relevant agencies in implementing regulations on extra teaching and learning;
Management and use of funding for organizing extra teaching and learning by extra teaching institutions:
Inspection, examination and handling of violations;
Direct the inspection and examination of extra teaching and learning activities in the management area; handle violations according to the provisions of law.
Thus, the Provincial People's Committee has the right to handle violations in extra teaching activities according to current regulations.
Regulations on tutoring activities in schools
Accordingly, Article 5 of Circular 29/2024/TT-BGDDT on extra teaching activities in schools is implemented based on the following regulations:
extra teaching and learning in schools are not collected from students and are only for students who register for extra classes in each subject as follows:
Students with recent post-school academic results at the under-achieved level;
Students selected by the school to train excellent students;
Senior students voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
The school organizes for students who are subjects specified in Clause 1 of this Article to write applications for additional study according to each subject in each grade.
Based on the number of registered students, the school will develop a plan to organize extra teaching for each subject in each grade.
The arrangement of classes, timetables and organization of extra teaching and learning must ensure the following requirements:
Additional teaching classes are arranged by subject for each grade; each grade has no more than 45 students;
Do not arrange extra teaching hours interspersed with the timetable and do not teach extra content in advance compared to teaching according to the subject program distribution in the school's education plan;
Each subject is organized for extra teaching no more than 2 periods/week.
The plan to organize extra teaching and learning is made public on the school's electronic information page or posted at the school.
