Schools in Ho Chi Minh City must extend collection time to avoid merging many fees

HCMC - The Department of Education and Training (DET) of HCMC requires schools to be public and transparent about their fees and expenses, and extend the collection time.

On September 19, the Department of Education and Training of Ho Chi Minh City issued a document requesting to strengthen the management of revenues and expenditures in the fields of education, training and mobilization of funding for education in the 2025-2026 school year in Ho Chi Minh City.

The Ho Chi Minh City Department of Education and Training said that recently, there have been cases in the city where some schools have not properly implemented instructions on organizing fees at the beginning of the school year as well as mobilizing funding at public educational institutions.

The Department recommends that school agencies and units study and properly implement the guiding documents of the Department of Education and Training, paying attention to specific contents on instructions on the collection and use of tuition fees and other revenues at the beginning of the 2025-2026 school year.

Heads of units seriously disseminate documents guiding the collection, use of tuition fees and other fees of the city's education and training sector in the 2025-2026 school year to the school's leaders and teachers, while fully, publicly and transparently informing parents, parent representative boards and teachers about the fees.

All fees must be fully notified by the school, publicly announced in writing to parents and students (not allowed by the Parents' Representative Board to implement the collection contents of the unit); absolutely do not change the name and arbitrarily place any additional fees that arise outside of regulations.

Schools should note to extend the collection period, not collect multiple fees at the same time and fully comply with financial management regimes according to regulations.

The Ho Chi Minh City Department of Education and Training requests the People's Committees of wards, communes and special zones to strengthen state management direction on the implementation of revenues and expenditures in educational institutions in the area; be responsible for guiding, inspecting, and applying measures to strictly handle the responsibility of heads of educational institutions for cases of violations of regulations on revenues and expenditures in educational institutions in the area.

In particular, the mobilization, reception, management and use of sponsorship revenue at educational institutions shall comply with regulations.

In particular, the school that plans to mobilize sponsorship must clearly identify the content, purpose, beneficiaries, cost estimates and implementation plans for activities that need sponsorship.

The mobilization plan must be approved by the People's Committee of the commune, ward or the Department of Education and Training (according to the management decentralization) before organizing the mobilization and in the spirit of voluntary, not equal, not "abusing sponsorship" as a mandatory fee.

Regarding the operating budget of the Parents' Representative Board, it is strictly forbidden to take advantage of the name of the Parents' Representative Board to collect fees outside of regulations.

The budget is managed and used by the Parents' Representative Board and only serves the direct activities of the board.

Do not use the funds of the Parents' Representative Board for the following purposes: "Protecting school facilities, ensuring school security, monitoring students' vehicles, cleaning classrooms, cleaning schools, rewarding managers, teachers, staff of the school, purchasing machinery, equipment, teaching aids for schools, classes or for school management staff, teachers and staff, supporting management, teaching organization and educational activities, repairing, upgrading, and constructing new works of the school".

The operating budget of the Parents' Representative Board is approved through voluntary support, without regulation on the average support level for parents. The collection and expenditure of the budget of the board must be public and democratic.

Request the People's Committees of communes, wards and special zones to strengthen inspection, supervision and be responsible for explaining to learners and society about the fees and charges of educational institutions under their management in accordance with regulations. Absolutely do not let "overcharging" occur at the beginning of the school year; direct and thoroughly implement educational institutions to mobilize, manage and use funding in accordance with regulations. There are strict sanctions for principals of educational institutions that collect and spend money in violation of regulations.
