Deputy Minister of Justice Dang Hoang Oanh chaired this meeting.
Speaking at the meeting, Mr. Nguyen Ba Minh - Director of the Department of Preschool Education, Ministry of Education and Training - said that preschool education still has some difficulties and challenges such as: children in disadvantaged areas, disadvantaged children have not had access to preschool education, creating inequality in access to education; conditions for classrooms and teaching staff are still limited; investment mechanisms and policies, and socialization of education have not met development requirements.
On that basis, the Ministry of Education and Training proposed to develop a National Assembly Resolution on universalizing preschool education for preschool children from 3 to 5 years old to build a legal corridor to mobilize investment resources; ensure preschool children have access to quality preschool education; be well prepared physically, intellectually, emotionally, aesthetically, linguistically and psychologically ready to go to school, contributing to the realization of children's rights.
Discussing this issue, a representative of the National Assembly Office said that there are two sources of funding to implement policies: the state budget according to current budget decentralization and socialized education capital, and other legally mobilized capital sources.
However, the drafting agency needs to clarify which contents are under the State's investment responsibility, which contents will mobilize socialized capital sources; at the same time, consult and get opinions from ministries, branches and localities to ensure consistency with the budget structure, conditions of each region and the new context of the country.
He also added that one of the current difficulties is the shortage of preschool teachers in the provinces and cities.
To solve this situation, in addition to short-term support policies, the drafting agency needs to research and propose more long-term policies such as attracting students to the preschool education sector; incentives in recruitment, treatment, and honoring preschool teachers...
Meanwhile, regarding the content of investment in the construction and development of preschool facilities, the representative of the Ministry of Planning and Investment proposed to clarify the case where the regulations on the minimum total investment scale of PPP projects in the education and training sector of the Law on Investment under the public-private partnership method are not applied, which plan will be implemented, and what is the proposed total investment; thereby serving as a basis for consideration and giving opinions on the feasibility of the proposed policy.
At the end of the meeting, the Ministry of Justice requested the drafting agency to fully absorb the opinions of the members of the Appraisal Council; continue to coordinate with relevant agencies to review and revise the draft Resolution.
