Accordingly, the beneficiaries of support are independent preschool education institutions in areas with industrial parks, where there are many workers of the private and semi-public type who have been licensed to be established by competent authorities in accordance with regulations, with 30% or more children being children of workers and laborers working in industrial parks.
Regarding the support content, facilities will be equipped including: supplies, toys, teaching equipment according to the list prescribed by the Ministry of Education and Training and funds for repairing facilities to directly serve the nurturing, care, and education of children.
The support level is calculated based on the scale and number of children at each independent, private, and semi-public preschool education institution. Accordingly, in Clause 6, Article 14 of Circular No. 49/2021/TT-BGDDT dated December 31, 2021 of the Minister of Education and Training promulgating regulations on the organization and operation of independent children's groups, independent kindergarten classes, and independent preschool classes of private and semi-public types: "The total number of children in an independent preschool education institution is no more than 70 children".
Regarding the support plan, Can Tho City implements support once. Based on the assigned functions and tasks, the People's Committees of communes and wards with industrial parks, where there are many workers, review and guide beneficiaries to make dossiers requesting support policies; coordinate with relevant agencies to conduct field surveys, appraise dossiers and equipment lists as requested by independent, private preschool education institutions.
Along with that, it is necessary to carry out procedures for purchasing equipment in accordance with current regulations and support funding for repairing facilities directly serving the nurturing, care, and education of children from educational and training career funds according to current budget management decentralization.
