According to Can Tho Electronic Information Portal, the Chairman of the City People's Committee has just issued an Official Letter directing the Department of Home Affairs, the Department of Education and Training, the People's Committees of communes and wards to focus on thoroughly grasping and seriously implementing the instructions in Official Letter No. 8479/BNV-TCBC of the Ministry of Home Affairs on the management and use of teacher positions at general schools and kindergartens.
The Chairman of the People's Committee of Can Tho City requested the management and effective use of the assigned number of teachers, ensuring publicity, transparency, correct subjects, in accordance with the requirements of innovation, decentralization, and delegation of authority.
The Department of Home Affairs, the Department of Education and Training and the People's Committees of communes and wards are assigned to preside over and closely coordinate with relevant agencies in implementing, urging, monitoring and guiding implementation. In case of difficulties or problems, agencies and units must promptly report, advise and propose to the City People's Committee for consideration and handling according to their authority.
In Official Dispatch No. 8479/BNV-TCBC dated September 25, 2025, the Ministry of Home Affairs proposed that localities promptly recruit teachers in general schools and kindergartens in the total number of staffing quotas approved by competent authorities, ensuring to meet the teaching needs from the 2025-2026 school year; Review, arrange, and reasonably transfer the teaching staff from places with surplus to places with shortage, and at the same time research and propose support policies for teachers who are transferred, especially in disadvantaged areas, remote areas.
At the same time, proactively forecast and develop a long-term plan for human resources in the education sector, ensuring sufficient staff when implementing strategic tasks for the period 2026 - 2031, such as popularizing preschool education for 3-5 years old, implementing 2 sessions/day teaching, expanding tuition exemption policies for all levels according to the roadmap; Implement socialization, ordering, assigning tasks to public educational institutions in areas with development conditions, reducing the budget burden, while increasing autonomy, ensuring flexibility in recruiting and using teachers.
