Organizing tuition exemption, supporting lunch for students
On September 16, the Government Office announced that Deputy Prime Minister Le Thanh Long had just signed Directive No. 26/CT-TTg of the Prime Minister requesting ministries, branches and localities to strengthen conditions to ensure the quality of effective implementation of tasks for the 2025-2026 school year.
The Prime Minister requested the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to guide localities in recruiting, arranging and mobilizing teachers and school staff to ensure sufficient quantity standards according to regulations.
There are solutions to overcome the shortage of teachers, meeting the requirements of teaching 2 sessions/day according to the direction of the Prime Minister in document No. 17/CT-TTg.
The Prime Minister noted that the reorganization of the apparatus should not cause a shortage of teachers, affecting the learning of students; instruct localities to implement policies and regimes for teachers according to the provisions of the Law on Teachers.
Review, enhance training, and improve professional capacity for civil servants and public employees at the department, commune and educational institution levels performing tasks in the field of education and training according to the two-level local government model, ensuring the smooth and effective implementation of educational activities in the locality.
Guiding localities to review, adjust and supplement the planning of the network of educational institutions at all levels, ensuring compliance with the socio-economic development planning according to the new administrative unit and the two-level local government model.
Organize the implementation of tuition exemption policies, support lunch for students, and ensure timely access to all beneficiaries.
Overcoming the shortage of teachers
The Prime Minister requested the urgent development of a strategic framework for the development of higher education. Implement the arrangement and restructuring of higher education institutions; merge and dissolve higher education and vocational education institutions that do not meet standards.
Strengthen state management of higher education institutions, research and transfer some universities to local management to improve management efficiency and better meet local human resource training requirements.
The Prime Minister requested the Ministry of Home Affairs to preside over and coordinate with relevant ministries and agencies to urgently complete and submit to the Government for promulgation a Decree on civil servant job positions.
Thereby, it will be the basis for the Ministry of Education and Training to issue guidelines on job position categories, job description and capacity framework for civil servants in the education sector, ensuring improving the quality of the education sector civil servant team to meet the requirements in the new context.
The Ministry of Home Affairs inspects the situation of recruiting additional teachers for localities in the 2022-2026 period; reviews and proposes to supplement the teacher payroll in the 2026-2030 period to overcome the shortage of teachers.
The Ministry of Finance allocates funds from the central budget to support localities in implementing the National Assembly's Resolution on tuition exemption and support for preschool children and primary school students; the National Assembly's Resolution on popularizing preschool education for children aged 3 to 5 years to ensure compliance with the provisions of the law on the state budget and relevant legal provisions.
