No staffing without recruiting teachers
Prime Minister Pham Minh Chinh has just signed Official Dispatch 61/CD-TTg dated May 10, 2025 on organizing the high school graduation exam, ensuring the staffing of preschool, primary school teachers and summer vacation for children and students in 2025.
The Prime Minister's direction in the context of a shortage of 120,000 teachers nationwide. Although the education sector was assigned nearly 66,000 positions three years ago, it has so far only recruited about 6,000 people.
The shortage of teachers occurs in most provinces and cities. Despite the shortage, localities do not have resources to recruit.
In the electricity, the Prime Minister requested the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers of localities to ensure the recruitment of all the assigned payrolls; Continuing to review and propose competent authorities to supplement the payroll of preschool and general teachers is still lacking compared to the norms prescribed by the education sector.
The Ministry of Education and Training studies and has appropriate and effective solutions to overcome the shortage of teachers, ensuring teaching 2 sessions/day; not for the reason of the arrangement and organization of the apparatus but for the lack of teachers, affecting the learning of students.
The Ministry of Home Affairs inspects and urges localities to recruit teachers according to assigned staff, overcome the situation of surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in class" but must be consistent with local practice and effective in arrangement.
The Prime Minister also requested the People's Committees of provinces and cities to proactively review, arrange and regulate teachers to overcome the local surplus and shortage; increase the number of seconded teachers, teach at inter-school and inter-level levels.
The head of the Government emphasized the need for synchronous and effective solutions to recruit correctly and sufficiently teachers according to the number of positions granted, not allowing the situation of having positions but not being able to recruit. To promptly supplement the missing teachers, localities can sign teaching contracts with teachers.
In the long term, the Prime Minister requested the development and improvement of the quality of the teaching staff; study policies to attract teachers to work in the locality, and stay with them for a long time.
About the 2025 summer vacation for children and students
The Prime Minister requested the Ministry of Education and Training to direct and guide localities and educational institutions to take measures to manage, educate and strengthen the coordination between the school and the family to create conditions for children and students to have fun, participate in cultural, artistic, physical training, train life skills in the summer; Managing children and students not to cause accidents, injuries, drowning.
People's Committees of provinces and centrally run cities: Direct and guide relevant agencies and organizations, closely coordinate with youth unions and sports organizations to create an environment for children to play healthily; practice life skills, participate in foreign language, cultural, artistic, physical education and sports activities, and develop physical fitness.
Mobilize and encourage artists, artisans, sports athletes, and experts to organize cultural, artistic, and sports activities, develop talents; build a suitable environment for learning and using foreign languages in the community, healthy recreational and recreational activities, attract children, students to participate, contribute to education on ethics, lifestyle, cultural behavior, and life skills, and improve the effectiveness of comprehensive education.
Propaganda and education raise awareness and consciousness so that children know and comply with regulations on preventing and combating accidents, injuries and drowning, especially in locations with potential risks of unsafety and drowning. Clarify the responsibility of agencies, departments, branches, schools and families in ensuring the safety of children during the summer vacation.
