While Resolution 29 provides orientations on practical and traffic flow, emphasizing credit training and accreditation, Resolution 71 emphasizes the position of Vietnamese education compared to the international market, with clear goals on ranking and scientific research, along with many solutions to achieve this goal.
In particular, the breakthrough this time is the breakthrough in thinking, awareness and determination, resolutely changing institutions in education and training. The Resolution affirms that "education and training are not only the top important national policy, but also the decisive factor in the future and fate of the nation".
The Resolution also clearly shows that for education and training to have a breakthrough in the new era, certain laws and policies must change accordingly. Innovating institutions with a management-oriented mindset, instead of management, it is necessary to "create, with specific, outstanding policies and mechanisms" so that schools, educational and training institutions can attract all resources, both tangible and invisible for development, improve training quality and growth of schools, integrate with international qualifications and standards.
From this awareness, the Resolution has set great goals for education and training: By 2035, there must be at least 5 higher education institutions with top 100 in the world; by 2045, Vietnam will be in the top 20 countries with the most equitable and modern education in the world.
The Resolution also emphasizes making English the second language and integrating digital competence standards and artificial intelligence into the education program. Being equipped with these bags right from school to university, along with a STEM knowledge foundation, the young generation of Vietnam will have the ability to compete, meet the requirements of the 4.0 industrial revolution and the aspiration to develop the country by 2045.
Resolution 71 is the Resolution on reforming Vietnamese education, which will be the 10th pillar in Vietnamese higher education, bringing strong and breakthrough developments to higher education. I hope that Resolution 71 will take Vietnam's education, including, first of all, higher education, to accompany and resonate with Resolution 57 on science and technology and Resolution 59 on international integration, to realize the aspiration of a rich and powerful country, Vietnam will stand shoulder to shoulder and become a developed country by 2045" - Prof. Dr. Nguyen Dinh Duc (Hanoi National University of Technology) hopes.
