This is a prominent new point in the draft Decree detailing a number of articles of the Law on Teachers developed by the Ministry of Education and Training (MOET).
Expected shift from "promotion" to "professional advancement

In the draft, Chapter II (from Article 3 to Article 17) establishes a unified list of titles for the entire system; converting from the "promotion" mechanism to "professional advancement".
Teacher career advancement is defined as a teacher being ranked in a position with a higher title in the same academic level or level of training, demonstrating the professional development of the teacher. Teacher career advancement includes: sequential advancement and special promotion.
Progress sequentially: Is the fact that a teacher is ranked in a job position with a higher title adjacent to the same academic level or training level when meeting the professional standards of that title.
Special promotion: It is a case where a teacher is considered for special consideration to be ranked in a job position with a title higher than adjacent or highest in the same educational level or training level.
Professional advancement of teachers is carried out through consideration.
Assessing the impact, the Ministry of Education and Training believes that this regulation will create motivation and fair opportunities for all teachers to continuously develop their careers; improve professionalism and serve as a unified basis for managing teachers in both the public and non-public sectors.
Teachers are allowed to register for vocational promotion if the educational institution has a need and the teacher meets the professional standards of the teacher according to the provisions of law, except for special promotions.
Teachers are allowed to register for vocational promotion consideration when they meet the following standards and conditions:
Be classified as having good quality at or above completing tasks in the academic year immediately preceding the time of registration for vocational promotion consideration;
Have good political qualities and professional ethics;
Not during the period of considering disciplinary action, disciplinary enforcement or during the period of tham tra, xac minh, conclusion on complaints and denunciations according to regulations on resolving complaints and denunciations;
Meeting the professional standard requirements for the title of teacher participating in professional promotion consideration, except in cases of special promotion consideration.
Cut at least 50% of the annual periodic assessment dossier volume of teachers
In the submission of the Decree detailing a number of articles of the Law on Teachers, the Ministry of Education and Training said that according to current regulations, teachers must simultaneously implement two evaluation procedures (staff evaluation and professional standard assessment), causing overload of paperwork.
The draft Decree simplifies by unifying the use of professional standard assessment results as the only measure to classify quality and as a basis for promotion and remuneration policies.
This directly cuts at least 50% of the annual periodic assessment dossier volume of teachers" - the Ministry of Education and Training said.
Regarding vocational promotion consideration, the draft implements thorough decentralization to reduce intermediate levels and increase autonomy for institutions. Accordingly, for public higher education and vocational training institutions, the head of the educational institution has the authority to directly organize vocational promotion consideration and is responsible for its decisions;
For general education and preschool institutions, promotion consideration is decentralized to the Department of Education and Training to be implemented uniformly in the province to ensure synchronicity in capacity standards and personnel quality between favorable and difficult areas;
For the non-public sector, the head of the educational institution is authorized to implement according to the organizational regulations and internal activities of the unit.
The Ministry said that it will submit to the Government immediately after completing the dossier based on receiving the appraisal opinions of the Ministry of Justice and comments from ministries, sectors, and localities.
The expected time for promulgation/passion is January 2026 to ensure the effectiveness of synchronous implementation with the Law on Teachers.
