Proposal to tighten linked teaching in public schools
In the afternoon of April 20, continuing the first session, the 16th National Assembly, the National Assembly discussed in the hall about the 5-year socio-economic development plan for 2026-2030.
At the discussion session, delegate Nguyen Thi Thuy (Thai Nguyen Delegation) noted many outstanding imprints in the field of education, many policies such as tuition fee exemption, semi-boarding meal support, the whole country has started construction of 428 inter-level boarding schools in land border communes, unified 1 set of shared textbooks...
However, besides the achieved results, delegate Thuy is concerned about the organization of linked teaching in public schools. According to parents' reflections, although tuition fees have been exempted and there is lunch support, learning costs are still heavily burdened in items related to the linked program.
According to the delegate, in reality, the linkage model is being implemented in many localities. When schools sign contracts with businesses to organize teaching supporting subjects such as advanced English, International Informatics, Artificial Intelligence (AI), life skills... it is necessary to clarify that this is a real need of a part of parents.
However, the dense organization of liên kết programs is revealing many inadequacies such as the risk of overlapping teaching content, lack of consistency with the official curriculum. In particular, the quality of supplementary subjects has not been fully kiểm định.

Notably, many parents reflect the situation that some schools arrange linked classes interspersed with official school hours, causing them to fall into a position where they are forced to let their children participate. If not registered, students have to separate activities, easily developing feelings of inferiority and self-consciousness.
From the above reality, the female delegate proposed that it is necessary to strictly prohibit arranging linked programs interspersed with official school hours, and at the same time, it is necessary to strengthen inspection, examination and strictly handle violations.
The delegate also said that if linkage activities continue to be maintained, it is necessary to ensure the true nature of public schools, with the principle of financial transparency and reasonable cost sharing with parents, avoiding the situation of "public status but operating like a private school", parents having to bear large expenses.

In the long term, she proposed that the Ministry of Education and Training (MOET) study and have a plan to train and foster teachers in the region and locality to meet the teaching needs of these subjects, avoiding the need to combine tutoring to learn enough knowledge.
University admissions change makes parents and students worried
In addition to linked teaching, university admission regulations are also issues of concern to delegates. Delegate Nguyen Thi Thuy said that according to the Law on Higher Education, adjustments need to have an appropriate roadmap. However, the reality in the past time shows that regulations frequently change year by year, causing parents and students to worry.
In particular, changes are often issued at the time close to the exam. The delegate cited that the 2025 enrollment regulations were issued on March 19, and 2026 was February 15 and took effect immediately, that is, just over 3 months before the exam.
Meanwhile, students face great pressure from the "2-in-1" exam, which is both for high school graduation consideration and a basis for university admission. Many students have plans to review from 10th grade, so changing the regulations close to the exam time has a significant impact on the psychology and proactive preparation of both students and parents.
According to the delegate, education reform is a continuous process, but major changes need to have a reasonable delay to create stability, helping learners proactively adapt. The promulgation of regulations to be synchronized with the 2018 general education program is necessary, but according to many opinions, it can be implemented sooner.
The Ministry of Education and Training needs to carefully consider the timing of promulgation and effectiveness of important regulations, ensuring sufficient time for students and parents to prepare" - the delegate proposed.
