Circular 31/2026/TT-BGDĐT of the Ministry of Education and Training regulating codes, title appointments and salary rankings for teachers in public educational institutions takes effect from April 14, 2026.
The Circular stipulates that civil servants appointed to the title of primary school teacher specified above are subject to the corresponding salary scale issued together with Decree No. 204/2004/ND-CP, specifically as follows:
Grade III - Code V.07. 03. 29, the salary coefficient of civil servants type A1 is applied from salary coefficient 2.34 to salary coefficient 4.98;
Grade II - Code V.07. 03. 28, the salary coefficient of civil servants type A2, group A2. 2 is applied from salary coefficient 4.00 to salary coefficient 6.38;
Grade I - Code V.07. 03. 27, the salary coefficient of civil servants type A2, group A2. 1 is applied from salary coefficient 4.40 to salary coefficient 6.78.
Teachers' salaries are calculated according to the formula: Salary = Base salary (VND) x Salary coefficient
With a base salary of 2.34 million VND, the salary of primary school teachers of grade III ranges from 5.4 - 11.6 million VND/month.
For primary school teachers of grade II, the salary ranges from 9.3 - 14.9 million VND/month.
Grade I primary school teachers receive the highest salary, from 10.2 - 15.8 million VND/month.
In the state salary scale system, civil servants A1, A2. 2 and A2. 1 have a fixed coefficient frame with specific steps (levels):
Type A1 (Rank III): Regulations have 9 levels. The starting coefficient is 2.34. Each level is 0.33 apart.
Type A2. 2 (Rank II): Regulations have 8 levels. The starting coefficient is 4.00. Each level is 0.34 apart.
Type A2. 1 (Class I): Regulations have 8 levels. The starting coefficient is 4.40. Each level is 0.34 apart.

The above figure is the basic salary according to the coefficient. In fact, teachers also have additional professional preferential allowances (from 35% to 50%), seniority allowances (if any) and deducted from social insurance contributions.
