The Ho Chi Minh City Inspectorate has concluded an inspection of the responsibility of the head in implementing the law on receiving citizens, handling petitions, complaints, and denunciations, and the management and use of finance and assets assigned at Pham Ngoc Thach University of Medicine (inspection period from April to June this year).
According to this conclusion, Pham Ngoc Thach University of Medicine has many shortcomings and violations in receiving citizens, complaints, management, use of finance, and use of assigned assets.
In particular, the school has not yet developed a tuition fee schedule according to the provisions of Decree No. 60/2021/ND-CP of the Government (due to not being able to determine salary costs, direct costs, management costs and depreciation of fixed assets, other costs according to the provisions of the law on prices), so it has developed a tuition fee collection level according to the tuition fee framework prescribed in Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government regulating the mechanism for collecting and managing tuition fees for national educational institutions.
Every year, the School Board issues a resolution approving the provisional price structure for educational and training services and tuition fees applicable for each school year.
On December 20, 2022, the Government issued Resolution No. 165/NQ-CP, Clause 2 of which stipulates: "For tuition fees of public universities and vocational training institutions, the tuition fee for the 2022-2023 school year shall be kept stable at the same level as the tuition fee for the 2021-2022 school year issued by the educational institution in accordance with the provisions of Decree No. 81/2021".
However, through review, it was noted that the tuition fee for the 2022-2023 school year has increased compared to the 2021-2022 school year; the school has not yet refunded the adjusted tuition fee to students according to the provisions of Resolution No. 165/NQ-CP mentioned above.
From there, the Chief Inspector of Ho Chi Minh City proposed that the People's Committee of Ho Chi Minh City direct the Principal of Pham Ngoc Thach University of Medicine to review the individuals and groups involved. Depending on the level of violations, appropriate measures will be taken to rectify and overcome the limitations, shortcomings, and violations in the inspection conclusion.
Regarding tuition fees, the principal needs to issue an implementation plan and announce the adjustment of tuition fees for the 2022-2023 school year to be equal to the tuition fees for the 2021-2022 school year according to the provisions of Resolution No. 165. Publicly announce and review, make a list of refunds of tuition differences for students according to regulations.
