The Ministry of Education and Training has specifically answered questions about regulations on evaluating secondary school students and high school students, in cases where they have to stay in class.

It's a bit of a bit of a bit of a bit of a bit of a bit.

Sending questions to the Ministry of Education and Training, Mr. N.D.D expressed concerns related to Circular 22/2021/TT-BGDDT Regulating the assessment of secondary school students and high school students.

Referring to Article 14 of Circular 22/2021/tt-bgddt, Mr. D gave an example: Student Nguyen Van A in 6th grade (school year 2024-25) has an average score for the whole year of Natural Sciences at 4.5 and English at 3.2 (subjects evaluated by comments combined with evaluation by scores all have an average score for the whole year from 5.0 or higher, subjects evaluated by comments have achieved results for the whole year, and conduct for the whole year is quite good).

To be eligible for admission to class, student A must test for admission to class in both subjects (Science and English) or just test for English" - Mr. D asked.

The Ministry of Education and Training said that, regarding the principle of re-evaluating academic results, According to the provisions of Article 14 of Circular No. 22/2021/TT-BGDDT: "For students who do not meet the conditions to be admitted to class but have training results for the whole school year assessed from the level of Achievement or higher, academic results for the whole school year are assessed as Not Achieved, then their academic results are re-evaluated for subjects assessed as Not Achieved (for subjects assessed by comments) and subjects with ASD below 5.0 points (for subjects assessed by comments combined with score evaluation)".

At the same time, Clause 1 and Clause 3 of Article 13 stipulate: "Students with training results for the whole school year that are assessed as not yet achieved must train during the summer vacation. After completion, the training results are included in the training results for the whole school year".

Thus, for students with academic results for the whole school year that are assessed as "Not Achievable", they are trained, tested, and re-evaluated during the summer for subjects that have been assessed as "Not Achievable" in the school year, to serve as a basis for admission to the next grade.

Regarding the order and responsibility for organizing training and re-evaluation, Clauses 2, 3, Article 13 and Clauses 2, 4, 5, Article 18 of Circular No. 22/2021/TT-BGDDT stipulate: "The school principal is responsible for organizing, guiding students to train and re-evaluate training results; recording these results as a basis for class admission. The re-evaluation of learning results (for subjects not yet achieved) is carried out after having the final training results, to ensure that students are qualified for training, discipline, awareness and learning attitude according to regulations".

Regarding the specific cases proposed for guidance by citizens, the Ministry of Education and Training said that, according to information provided by citizens, student Nguyen Van A has an average score for the whole year of Natural Sciences of 4.5 (Unsatisfactory level); the average score for the whole year of English is 3.2 (Unsatisfactory level); other subjects evaluated by scores all reach from 5.0 or higher (Achievement level); subjects evaluated by Achievement level comments; Training results for the whole year are Good.

Thus, student Nguyen Van A's academic results for the school year are assessed as Not Achievable. Based on the above regulations, to be eligible for admission to the class, student Nguyen Van A must participate in training, testing, and re-evaluation for both subjects assessed as Not Achievable, including: Natural Science subject and English subject.

If the training results and academic results for the whole school year are assessed at the level of "Dat" or higher (including the re-evaluation results after training during the summer vacation) and there are no more than 45 school breaks in the school year, students are considered for admission to class according to the provisions of Clause 1, Article 12 of Circular No. 22/2021/TT-BGDDT; if after re-evaluation they still do not meet the requirements, students must stay in class according to the provisions of Clause 3, Article 12.
