In 2025, Hanoi Open University (HOU) plans to enroll 4,140 students through 6 admission methods:
- Considering the results of the high school graduation exam - Code 100
- Considering high school academic results ( transcript) - Code 200
- Direct admission according to the provisions of the Admission Regulations - Code 301
- Use the results of the competency assessment test, thinking assessment test organized by another unit for admission - Code 402
- Combine high school graduation exam results with ability test scores for admission - Code 405
- Combine high school academic results with competency test scores for admission - Code 406
Hanoi Open University does not use the results of the Foreign Language exam exemption in the high school graduation exam for admission. The school converts Foreign Language scores for candidates with international foreign language certificates as follows:

The University of Electricity in 2025 will admit 6,800 quotas for 32 majors, increase 13 majors and increase about 2,800 quotas. The 4 admission methods used by the school include:
Admission based on candidates' high school academic results (admission based on transcripts);
Combined admission based on international English certificates combined with learning results (academic records) of the remaining 2 subjects in the admission combination.
Admission is based on the results of candidates in the 2025 high school graduation exam organized by the Ministry of Education and Training.
Direct admission according to the regulations in the current admission regulations of the Ministry of Education and Training.
With the admission method based on the results of candidates in the 2025 high school graduation exam, candidates using the admission combination with English can use the IELTS or TOFEL IBT International English certificate ( valid until July 20, 2025) to replace the English graduation exam score and be converted according to the International English Certificate Conversion Table recognized by the Ministry of Education and Training of the University of Electricity.

With the admission method combining an International English certificate with academic results, candidates must simultaneously satisfy 2 conditions:
Having an IELTS or TOEFL IBT international English certificate for 2 years as of July 20, 2025, the minimum score is IELTS 5.0;
Use the results of the entire year of grades 10, 11, and 12 of the remaining 2 subjects according to the admission combination.
