The Ministry of Education and Training has issued Circular No. 06 amending and supplementing a number of articles in the Regulations on university and college admissions in the field of Preschool Education. These adjustments aim to enhance transparency, fairness and improve the quality of enrollment.
One of the notable adjustments is the total bonus points, bonus points, and incentive points (collectively referred to as bonus points) for candidates with special achievements, candidates with foreign language certificates that do not exceed 10% of the maximum score of the consideration scale (maximum 3 points for a 30 scale).
Explaining this adjustment, the Ministry of Education and Training said that, in addition to the possibility of unfairness in admission due to abuse of foreign language certificates, the regulation of total plus scores for achievements and different certificates of candidates (too) large can also lead to unfairness for candidates who do not have plus scores (for objective reasons, not for ability) in the same admission.
Therefore, the regulation sets a limit for total points not exceeding 10% of the maximum score of the scale to create more fair opportunities in admission.
However, training institutions still have plus points based on the characteristics of the training institution, the requirements for input and making the most of the candidates' own strengths.
Each candidate has the opportunity to achieve the maximum score on the scale, but no candidate has a score (all types of plus points, priority points) exceeding this maximum score.
According to the leaders and representatives of many universities, the regulation limiting the bonus points to no more than 10% of the maximum score creates fair competition for candidates.
