Mr. Tran Nam Tu - Deputy Director of the Department of Science, Technology and Information, Ministry of Education and Training said that the project aims to select, invest in, and develop 15-20 public higher education institutions with capacity, reputation, and top strengths in research, application, innovation, and human resource training in the fields of technology, strategic technology and spearhead science fields to play a core and core role in the network of corresponding higher education institutions.

In particular, strong investment and special and outstanding mechanisms to develop at least 2 elite universities according to the international-class research university model.
By 2035, this number will increase to 25-30 schools, including 3-5 elite universities of international stature.
The draft also expects to form at least 70 strong research groups, including at least 50 groups of international qualifications in the fields of strategic technology, high technology and other areas of cutting-edge science.

To achieve this goal, the draft proposes groups of solutions. Regarding policy mechanisms, regulations will be reviewed and completed to encourage cooperation between universities and the state, research institutions and enterprises.
Policies to finance scientific research activities from the state budget will also be improved, especially for post-doctoral researchers and strong research groups. In addition, breakthrough mechanisms and policies in attracting and developing excellent lecturers and scientists are also focused on.
The draft also emphasizes improving research capacity and innovation by strengthening the linkage of research with high-quality human resource training, especially at postgraduate level.
In particular, effectively implementing state-school-enterprise cooperation methods. In particular, priority is given to investing in developing infrastructure connecting higher education institutions with research institutes and enterprises; building modern laboratories; investing in developing some higher education institutions into scientific research centers, developing technology and innovation; gradually forming high-level research centers associated with training high-quality human resources, ensuring effective coordination with a network of specialized research institutes...

Deputy Minister of Education and Training Nguyen Van Phuc said that recently, especially after the birth of Resolution 57, many projects and programs have been approved by the Government and the Prime Minister, which is an important basis for developing scientific research associated with the application of human resource transfer and training.
In particular, the project to develop universities into strong research subjects, linking scientific research, application and training is also in this package, both an opportunity and a challenge.
