The above content is stipulated in the Draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation.
The draft law is expected to amend and supplement 47 articles of the Law on Emulation and Commendation No. 06/2022/QH15. In particular, the standard of being awarded the title of Emulation Fighter at the grassroots level is of great interest to teachers and workers, this is an important basis for considering emulation titles, rewards and proposing higher forms of commendation.
Article 23 of the Law on Emulation and Commendation 2022 stipulates the title of "Emulation Fighter at the grassroots level" awarded to individuals who meet the following standards:
1. Complete the title of "Advanced Worker" or "Advanced Soldier" standard;
2. Excellently completing tasks or having initiatives recognized by the grassroots or having scientific topics, scientific projects, scientific and technological works that have been accepted or advised, created in combat and combat service recognized by the unit. Thus, to be assessed for excellent completion of tasks, there is no regulation requiring initiatives.
In this case, teachers awarded the title of Emulation Fighter at the grassroots level do not need to have a recognized initiative.
Or, to achieve the title of grassroots emulation fighter, teachers must have an initiative recognized by the grassroots or have a scientific topic, a scientific project, a scientific and technological work that has been accepted (collectively referred to as an initiative).
The draft amendment to the Law on Emulation and Commendation is expected to stipulate that there must be a new initiative to be proposed for the title of Emulation Fighter.
Article 23 of the draft stipulates that the title of "Emulation Fighter at the grassroots level" is awarded to individuals who meet the following standards:
1. Be recognized for excellent completion of tasks;
2. There are initiatives recognized by the grassroots or have scientific topics, scientific projects, scientific and technological works that have been accepted or advised, created in combat and combat service recognized by the unit.
Thus, with the new draft, being recognized as a grassroots emulation fighter will be more difficult than at present.
First, it must be recognized for its excellent completion of tasks.
Currently, according to the Party's regulations, the rate of Party members completing tasks excellently does not exceed 20% of Party members completing tasks well.
Of the 20% who have successfully completed this task, those who have achieved initiatives or have scientific topics, projects, scientific and technological works that have been accepted will be proposed to be recognized as Emulation Fighters at the grassroots level.
