The Ministry of Education and Training is seeking opinions on the draft Decree detailing a number of articles of the Law on Teachers, including proposing the content and method of teacher recruitment.
Teacher recruitment exam through 2 rounds
Specifically, teacher recruitment is conducted in 2 rounds as follows:
Round 1: Check the admission conditions at the Application Form according to the requirements of the job position to be recruited, if they meet the requirements, the candidate will be able to participate in round 2.

In case the job position requires foreign language proficiency in the training and fostering standards and according to the job description and job position capacity framework, the competent recruiting agency must specifically notify the requirements for foreign language certificates and diplomas.
If one of the diplomas and certificates specified in Clause 3, Article 21 of this Decree is held, it can be used instead. If there is no suitable foreign language certificate or certificate, the Admissions Council will conduct a test to assess foreign language proficiency according to the requirements of the recruitment position.
The Recruitment Council checks whether it meets foreign language requirements according to the information declared by the candidate in the Application Form. After being admitted, the successful candidate must submit a copy of the foreign language certificate according to regulations.
Round 2: Assessing the capacity of candidates for teachers through pedagogical practice.
Content: Test the knowledge and pedagogical practice skills of the candidate according to the requirements of the job position.
Forms: Direct assessment by teaching practice; interviews; handling pedagogical situations or combining the above forms. Indirect assessment by writing exam. You can choose to combine direct assessment and indirect assessment.
The exam council decided to choose the form of the round 2; provide guidance on content, limit the scope of practical knowledge to ensure publicity, equality, and transparency.
The scale of round 2 is calculated on a scale of 100.
Determining the successful candidates in the teacher recruitment exam
Also according to the draft Decree, the determination of successful candidates in the teacher recruitment exam is carried out as prescribed for the teacher recruitment exam.
Those who were not admitted in the admission exam are not allowed to reserve the admission results for the next admission exam.
Admittees in the teacher recruitment exam must meet the following requirements:
With the result of the exam score in round 2 reaching 50 points or more.
Having a higher round 2 score plus priority points according to regulations (if any) is taken in order of points from high to low in the recruitment index of the job position.
In case there are 2 or more people with the total score calculated according to the provisions of Point b, Clause 1 of this Article equal to the final quota of the job position to be recruited, the successful candidate is the person who achieved a higher general knowledge exam result in round 1 (if any).
In case it is still not possible to determine, the head of the competent recruitment agency will decide on the successful candidate.
