The Ministry of Education and Training is drafting the Law on Teachers, which includes many policies on salaries and benefits for teachers.
One of the policies proposed by the Ministry of Education and Training in the draft law is the regulation on teachers' salaries and allowances.
In the Draft Law on Teachers, the 3rd time, which was recently published by the Ministry of Education and Training for comments, Article 43 on salaries and allowances for teachers stipulates: Teachers at public educational institutions are entitled to salaries and allowances as follows: Salary according to the teacher salary scale is ranked highest in the administrative and career salary scale system; Seniority allowance; The highest vocational preferential allowance in the sectors and fields entitled to vocational preferential allowances; Other allowances according to the provisions of law.
Thus, in the latest draft, teachers will receive seniority allowances. At the same time, teachers will still receive salaries according to the highest salary scale in the administrative career salary scale and receive the highest preferential allowances in all sectors and fields. This is good news for teachers nationwide.
As planned, the draft Law on Teachers will be submitted to the National Assembly for consideration and first comments at the 8th session (October 2024) and considered and approved at the 9th session (May 2025).
Previously, according to the plan, from July 1, 2024, salary reform will be implemented according to Resolution 27-NQ/TW of the 7th Central Conference (term XII). In particular, seniority allowances will be abolished (except for the military, police, and cryptography to ensure salary correlation with cadres and civil servants).
However, for many reasons, the implementation of the salary scale according to job position has not been possible. The Government has decided to increase the basic salary from 1.8 million VND/month to 2.34 million VND/month from July 1, 2024. Teachers will still receive the same allowances until the implementation of the new salary policy according to job position.
If the Law on Teachers is passed, teachers will still receive seniority allowances to achieve the goal of giving teachers' salaries the highest priority in the administrative career salary scale in the near future in the spirit of Resolution 29-NQ/TW.
The draft Law on Teachers consists of 9 chapters and 71 articles, closely following 05 policies approved by the Government in Resolution No. 95/NQ-CP of the Government in 2023. The purpose of building the Law on Teachers is to institutionalize the guidelines, policies and policies of the Party and State on teachers, especially the viewpoint that "educational development is the top national policy", teachers "play a decisive role in ensuring the quality of education"; developing a team of teachers with sufficient quantity and good quality is the focus and continuity; building a team of teachers, creating motivation for teachers, learners and honoring teachers; contributing to perfecting the legal system on education.
