The Ministry of Education and Training is seeking opinions on the Draft Circular promulgating the Charter of the Parents' Representative Board and educational coordination between families and educational institutions. After being promulgated, this Circular will replace Circular 55/2011/TT-BGDĐT.

In the draft Circular, the Ministry of Education and Training put forward many contents related to the permitted and unlicensed fees of the Parents' Representative Board, in order to prevent the situation of "overcharging".

According to point e, clause 2, Article 7 of the draft Circular promulgating the Charter of the Parents' Representative Board and educational coordination between families and educational institutions, the head of the educational institution is responsible for ensuring that the Parents' Representative Board operates in accordance with its functions and tasks and is not assigned to the Parents' Representative Board to collect or implement fees of the educational institution.

At the same time, the head of an educational institution is also not assigned, authorized, in the name or use of the Parents' Representative Board to perform tasks under the responsibility of the educational institution.

Point d, Clause 2, Article 15 of the draft continues to stipulate that parents' representative boards are not used to collect fees from educational institutions or receive and manage sponsorships within the scope of the law on sponsorship for educational institutions.

In addition, Clause 6, Article 13 of the Draft also stipulates that the Parents' Representative Board is not allowed to decide on revenues under the responsibility of educational institutions, the state budget or revenues and service prices in the field of education in accordance with the law.

Thus, according to the Draft Circular, the Parents' Representative Board will not be allowed to collect fees that do not ensure the principle of voluntariness, contributions to spend on activities that do not directly serve students such as bonuses for officials, teachers, staff; funds for purchasing equipment, machinery, teaching aids for schools...

According to Circular 55/2011 of the Ministry of Education and Training on the activities of the Parents' Representative Board, schools and representative boards are not allowed to collect the following fees:

- Non-voluntary collections.

- Money for protecting facilities and security.

- Vehicle parking fees for students.

- Cleaning classrooms, schools.

- Bonuses for officials, teachers, and staff.

- Funds for purchasing equipment, machinery, and teaching aids for schools.

- Support management and teaching organization.

- Repairing, upgrading, and building school facilities.

- Contributions to spend on activities that do not directly serve students.

- Any other revenues that violate the provisions of law.
