The 30% allowance will contribute to improving income, helping school health workers feel secure in their work and more attached to their profession. When life is improved, they will have more motivation to improve their expertise and responsibility in their work.

The Ministry of Justice has published the Appraisal Document on the Draft Regulations on professional preferential allowances for civil servants and employees working at public health facilities.
School health workers are expected to enjoy a 30% preferential allowance from January 1, 2026
Accordingly, this Decree stipulates the professional preferential allowance regime for eligible subjects, including:
Civil servants and contract workers working in public non-business units operating in the fields of disease prevention, examination, treatment, rehabilitation; traditional medicine; pharmaceuticals, cosmetics; food safety; medical equipment; medical examination, forensic, forensic psychiatry; population; social protection; prevention and control of social evils and other fields under the state management scope of the Ministry of Health;
Commune, ward, special zone health stations;
School health workers at public educational institutions;
Medical professionals belonging to the armed forces.
Article 4 of the Draft Decree stipulates 6 levels of professional preferential allowances for medical staff from 30 to 70%.
The preferential allowance level for school health workers is specified in Clause 6, Article 4 as follows:
6. 30% allowance applies to:
a) Public employees working in health education and population communication (except for cases specified in Clauses 1, 2, 3, 4 and 5 of this Article);
b) Officials working in medical expertise at agencies, units, and schools;
c) Officials who do not directly work in medical expertise at medical career units in general.
In addition, for people doing jobs under the labor contract regime specified in Decree 111/2022/ND-CP who are directly assigned to perform the jobs mentioned from Clause 1 to Clause 6 of Article 4, the head of the unit shall base on the specific nature of the job and professional income to consider and decide to grant preferential allowances according to the profession but not exceeding the level specified in the corresponding items mentioned above.
Roadmap to increase professional preferential allowances for school health workers to 100%
Accordingly, according to the draft, medical professionals at schools (school health workers) are proposed to have a preferential allowance of 30%.
Clause 2, Article 8 of the Draft supplements the subjects to increase the level of professional incentives to 100% according to the roadmap as follows:
Regarding the benefit period, in Clause 2, Article 8, the expected implementation roadmap is as follows:
From January 1, 2026 to the end of December 31, 2026, preferential allowances according to the profession are applied at a rate of 80%.
From January 1, 2027 to the end of December 31, 2027, preferential allowances according to the profession are applied at a rate of 90%.
From January 1, 2028, applying professional preferential allowances at a rate of 100%.
b) Subjects specified in Clauses 2 to 7, Article 4 of this Decree are entitled to professional preferential allowances from January 1, 2026.
Accordingly, it is expected that for school health workers, as stipulated in Clause 6, a 30% preferential allowance will be applied from January 1, 2026 according to the draft.
If approved, school health workers will receive a 30% preferential allowance from January 1, 2026, and will be retroactively paid for the months they have not received it.
