The Ministry of Education and Training has just announced Circular No. 06/2026/TT-BGDDT promulgating the Regulations on enrollment for training majors at the university level and preschool education majors at the college level after receiving feedback from experts, students, parents, higher education institutions, departments of education and training and ministries.

Regarding the layout, the Circular includes 3 chapters and 22 articles regulating the enrollment of training majors at the university level and preschool education majors at the college level.
Some adjustments in the Circular after receiving opinions and assessing policy impacts are as follows:
First, the source of recruitment is candidates with a total score of three high school graduation exam subjects corresponding to the admission combination (or the exam scores of Math and Literature and another subject) reaching at least 15 on a 30-point scale (not applicable to special candidates or those exempted from the graduation exam).
Second, candidates register a maximum of 15 aspirations for training programs, different schools and arrange aspirations in priority order from highest to lowest (spiration 1 is the highest priority order). Teacher training programs only consider admission for aspirations with an order from 1 to 5.
Third, the admission method is based on high school academic results (grade books), the admission combination uses the common average score of 6 semesters of academic results (10th, 11th, 12th grade) at the high school level of at least 3 subjects, in which Mathematics or Literature must contribute at least 1/3 of the weighting of the admission score in the admission combination.
Fourth, bonus points (including bonus points, bonus points, encouragement points) are a maximum of 3 points on a 30-point scale (equivalent to 10% of the admission score scale), in which:
Bonus points for candidates who are directly admitted but not used for direct admission from 0-3;
Bonus points for candidates with special achievements or talents from 0 - 1.5;
Bonus points for candidates with foreign language certificates or international certificates (if any) from 0 - 1.5.
Foreign language certificates are only used for converting foreign language subject scores in the admission combination or for bonus points.
Fifth, adding subjects for vocational secondary school admission, foreigners registering for admission to university-level training programs.
