Spreading the movement to encourage learning at the grassroots level
On June 19, information from Kim Lien Commune People's Committee said that in the first 6 months of 2026, education promotion work in the area achieved many outstanding results, becoming a bright spot of the locality.
Implementing regulations on the management and use of the scholarship fund, the locality has merged the Kim Lien Commune Scholarship Fund according to Decision No. 1775/QD-UBND dated December 3, 2025, and at the same time issued regulations on the operation of the fund.
After the merger, the Commune People's Committee directs the standing agency, the Department of Culture and Social Affairs, to advise, review, and summarize the list of students with good academic achievements, excellent students at all levels, and students who pass university and college entrance exams for commendation according to regulations.
The revenue of the Kim Lien Commune Education Promotion Fund mainly comes from savings deposit interest of the commune education promotion fund in the past, with a principal account of 3.3 billion VND. The initial balance of the fund is more than 293 million VND.
In the first 6 months of 2026, Kim Lien commune had 396 students achieve the title of excellent student in the 2025 - 2026 school year, being rewarded with a total amount of more than 32.7 million VND. The Fund also rewarded excellent student fostering teachers whose students won provincial prizes; a total of 15 students won prizes, with a bonus of 4.7 million VND.
As of the time of reporting, the Kim Lien Commune Education Promotion Fund still has a surplus of more than 255.6 million VND. Besides operating at the commune level, the Commune People's Committee also directed the hamlet command boards to mobilize the education promotion fund at the grassroots level to promptly encourage students with good academic achievements.
From the movement to encourage learning and talent in Kim Lien commune, many bright examples and many advanced examples have appeared, with strong spread in the community. This is an important source of encouragement, contributing to arousing the spirit of studiousness and striving will of students, teachers and families in the area.

Impressive achievements of the education promotion movement

According to the Nghe An Provincial Association for Promoting Education, the whole province currently has 949,667 association members for education promotion, reaching a rate of more than 27.10% of the population; the association organization system is gradually being consolidated in 130 communes and wards, with more than 3,852 branch associations for education promotion in blocks, hamlets, villages, and villages, and over 11,558 education promotion boards at agencies, units, clans, and hometown associations.
Learning models continue to be maintained and strongly developed. The whole province has 747,494 families achieving the title "Learning Family", reaching a rate of 85.2%; 8,070 clans achieving the title "Learning Clan", reaching 80.5%; 3,301 communities achieving the title "Learning Community", reaching 80.6%; 1,872 units achieving the title "Learning Unit", reaching 80.5%.
For the "Citizen Learning" model, Nghe An has 513,032 rural workers recognized, reaching 43%; 243,145 workers, handicrafts, repairmen, and freelancers recognized, reaching 51%; 39,655 management officials, civil servants, public employees, employees from commune level and above, entrepreneurs, and business managers recognized, reaching 62%.
The "Tet Education Promotion" movement in 2026 also created a wide spread. At the provincial level alone, the Nghe An Provincial Education Promotion Association awarded prizes and scholarships with a total budget of 360 million VND to more than 600 students and teachers. In the first six months of the year, the Provincial Education Promotion Fund coordinated with units to award scholarships and prizes to students and teachers with a total value of more than 700 million VND.
Along with that, the Nghe An Provincial Association for Promoting Education coordinated with the education sector and relevant agencies to visit and present gifts to 20 Lao students with good study and training spirits at schools in the province; and at the same time coordinated to implement a Japanese study abroad scholarship program for students in difficult circumstances.

Many activities to reward and support poor students overcoming difficulties and excellent students have been implemented promptly and practically.
