Mr. Nguyen Van Duong said that before 1998, he was a junior high school math teacher, graduating from the University of Mathematics Education.
In 2004, he was transferred to teach primary school because the primary school did not have enough teachers. Mr. Duong does not have a primary school Pedagogy degree. Mr. Duong asked: "To continue working, do I have to study for a second degree in elementary education or just need a certificate to train pedagogical skills? ".

According to Point b, Clause 1, Article 72 of the 2019 Education Law, the standard training level for primary school teachers is determined as follows:
"Having a bachelor's degree in teacher training or higher for primary, secondary and high school teachers. In case there are not enough teachers with a bachelor's degree in teacher training, they must have a bachelor's degree in a suitable major and a certificate of pedagogical training".
Based on the List of statistics on undergraduate, master's and doctoral training issued with Circular No. 09/2022/TT-BGDDT dated June 6, 2022 of the Minister of Education and Training, the undergraduate teacher training industry for primary school only includes Primary Education, code 7140202. This major training program is designed so that after graduation, learners have enough capacity to teach subjects at the primary level.
In addition, in order to meet the requirements of the general education program, special subjects such as: Foreign Language, Arts, Physical Education, Information Technology and Technology, Ethnic Minority Language are arranged with full-time teachers.
The Ministry of Education and Training recommends that Mr. Nguyen Van Duong report to the school principal and the Department of Education and Training to develop a suitable plan for training, fostering or arranging and assigning teaching tasks, ensuring that they are suitable for the professional qualifications and abilities of teachers.
