Reducing administrative procedures, streamlining records
In the Draft Circular amending and supplementing a number of articles of the Regulations on high school graduation exams issued with Circular No. 24/2024 of the Ministry of Education and Training, the way of registering for high school graduation exams will have many adjustments in the direction of reducing administrative procedures and streamlining documents.
Accordingly, all candidates can register for the exam online according to the regulations, regardless of whether they are 12th grade candidates or free candidates as before.
After registering for the exam online, candidates must submit documents proving that they are entitled to priority points for the application receipt point. After completing the review, the dossier receiving point will print the registration form and sign, stamp and return 01 copy to the candidate.

In case the candidate submits the application directly, he/she must declare the same information on the envelope containing the exam registration form and the exam registration form (the copy is returned to the candidate) and then submit it to the dossier receiving place. The documents with 2 4x6 photos are contained in a separate envelope.
Only candidates of the GDPT/GDTX Program but have not graduated from high school, those who have a high school or intermediate degree to take the exam to get the entrance registration result must submit an additional copy of both sides of the CCCD card printed on an A4 paper.
In addition, instead of having to attach a link to the photo as before, the confirmation of personal identity is done by the commune/ward police on the envelope of the registration form.
One change that candidates need to note is to completely remove Form No. 1 and Form No. 2 in their registration for the exam. Instead of having to keep Form No. 2 as a basis for taking the exam and receiving the results as before, candidates now only receive 1 registration form, because the application receiving point prints, signs, stamps and hands it over to candidates.
Candidates keep the registration form and hand it over to receive the exam report and exam result certificate. In case there are errors in the registration information or the exam report is lost, candidates should bring this registration form directly to the exam site during the policy dissemination session to request corrections and complete the exam procedures.
The lucky draw is over 0.25 points and must be organized for dialogue
One of the important amendments and supplements related to candidates is Article 37 on exam review.
According to current regulations, a test with a positive score that is 0.25 points or more higher than the initial assessment score ( Announced) will be adjusted. In case the rewards score is 0.5 points or more compared to the first round's score, a direct dialogue must be held between the first round judges and the rewards judges (with a record). If negative signs are detected, they must report to the leaders of the review board for handling according to regulations.
In the draft recently published by the Ministry of Education and Training, this content is adjusted in the direction: Exams with referee scores that are 0.25 points or more compared to the first round score (published) will have their scores adjusted; at the same time, all cases of score adjustment must have a direct dialogue between the first round judges and the referee judges (with notes). In case of detecting negative signs, it is necessary to report to the leaders of the review board for handling according to regulations.
Thus, all cases of score adjustment during the 2026 high school graduation exam review process must organize a direct dialogue between the first-round judges and the review judges (with minutes). This regulation aims to ensure strictness and seriousness, while minimizing the risk of negative consequences during the exam review process.
The draft also adjusts the time for publicly announcing cases that are not eligible to take the high school graduation exam.
According to current regulations, the principal of the high school or the head of the unit where the exam is registered is responsible for organizing the approval of the exam registration documents and publicly announcing the cases that are not eligible for the exam no later than 15 days before the exam date.
In the draft, this deadline is shortened to no later than 5 days before the exam date.
