On the afternoon of September 6, at the regular Government press conference in August, Deputy Minister of Education and Training Pham Ngoc Thuong said that on August 22, 2025, General Secretary To Lam, on behalf of the Politburo, signed and issued Resolution No. 71-NQ/TW (Resolution 71) on breakthroughs in education and training development.
According to Deputy Minister Pham Ngoc Thuong, not only the education sector but the whole country is happy that education and training are honored to be identified as the top national policy, a factor that determines the future of the nation.
Education breakthroughs start from thinking, awareness, institutions, with very clear and specific goals; high requirements and revolutionary nature, including the stages: 2025-2030, 2030-2045 with 8 groups of solutions of action, breakthrough and feasibility.
"The significance of this Resolution is like a new revolution. Educational innovation is not only about reform and revision, but must be a breakthrough," said the Deputy Minister of Education and Training.
The Ministry of Education and Training is urgently advising and coordinating with the Central Propaganda and Mass Mobilization Committee to disseminate and implement Resolution No. 71 as soon as possible.
Within the scope of the Ministry's responsibility, the implementation of the resolution will include amending related laws such as the Law on Education, the Law on Higher Education, the Law on Vocational Education... to submit to the National Assembly in October 2025.
Not only the Ministry of Education and Training but all levels and sectors have been clearly assigned in the Resolution, clearly the people, the work, and the implementation subjects.
The Deputy Minister of Education and Training said that the advantage is great as this is a highly action-oriented and revolutionary resolution. For the first time, the Resolution clearly states that the National Assembly Party Committee directs agencies and departments to allocate sufficient resources for implementation from 2025.
The Government Party Committee also directed agencies, departments, branches, provinces and cities to select tasks to be completed in the 2025-2026 school year.
This shows the determination, direction and strength, as the Minister of Education and Training said in his speech: This Resolution demonstrates the concern of the Party and State for education and training, the concern, desire and special affection of General Secretary To Lam;
This is clearly demonstrated by the very clear propositions, viewpoints, solutions, and assignments, which are action-oriented and highly promoting, a breakthrough revolution, not reform and revision. From there, central ministries and branches to localities must also take action at a high level.
At the conference summarizing the school year of the education sector, Prime Minister Pham Minh Chinh stated that it is necessary to innovate management thinking, tasks are not only for the education sector but also for the whole society.
Only then can the national policy be the top, the factor that determines the future of the nation, and the national fate be changed. We have human resources, people with all the qualities and abilities to enter the new era.
With that awareness, Deputy Minister Pham Ngoc Thuong said that this resolution was warmly welcomed by the whole society, especially the education sector, most clearly demonstrating the responsibility of the sector in presiding over and advising on the implementation of the resolution with clear groups of tasks and solutions.
