Ms. Vuong Mong Linh (Can Tho) is a teacher, holding the title of lecturer of Theoretical Vocational Education, code V.09.02.03.
Due to the rearrangement of the organization and unit, I was transferred to the equivalent rank of specialist in the same vocational training institution, code 01.003.
After that, due to job requirements, Ms. Linh was transferred to a working unit and continued to be appointed to the professional title of Lecturer of Theoretical Vocational Education (V.09.02.03).
Ms. Linh asked, will my time holding the rank of specialist, code 01.003, be added to the time to calculate seniority as a teacher?
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
The seniority allowance regime for teachers is implemented according to the provisions of Decree No. 77/2020/ND-CP dated August 1, 2021.
Accordingly, the subjects of application include teachers who are teaching and educating in public educational institutions who have been transferred and have their salaries arranged according to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces.
Therefore, the period of holding the specialist rank (01.003) is not included in the seniority allowance for teachers.
