The Hoa Lu University construction project is invested and built with a scale of 17.3ha. The total investment of the project is nearly 770 billion VND, of which construction and equipment costs are over 660 billion VND. The project was inaugurated in December 2025, but has not yet been put into use.
According to the reporter of Lao Dong Newspaper, as of the present time (April 9), the entire construction and installation part of the Hoa Lu University Project has been completed. However, at classrooms, offices and functional rooms..., equipment for teaching has not been installed.
Talking to PV of Lao Dong Newspaper, Mr. Tong Duc Long - Deputy Director of Ninh Binh Province Construction Investment Project Management Board No. 1 (investor) - said that after a long period of unfinished construction, on December 19, 2025, Ninh Binh Provincial People's Committee held the inauguration ceremony of Hoa Lu University Project.
Regarding the construction and installation part, the Project has completed 100% of the volume, currently we are organizing bidding for packages to purchase and install equipment to serve teaching. It is expected to take about 2-3 months to complete" - Mr. Long said.
Also according to Mr. Long, after completing the installation of equipment, the investor will coordinate with relevant units to accept and hand over to the management and use unit.
Mr. Vu Van Truong - Rector of Hoa Lu University - said that although the Project has not been accepted and handed over, some items have been put into use such as halls, multi-purpose buildings, and football fields to serve the school's activities.
Currently, the school is training over 3,000 students with 5 faculties and 10 majors. The school is also preparing procedures to be ready to take over and transfer to a new facility. Ensuring that it does not affect the school's operations. According to the plan, it will be transferred to a new facility at the beginning of the 2026 - 2027 school year" - Mr. Truong said.
