Draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation. amending and supplementing 47 articles of the Law on Emulation and Commendation No. 06/2022/QH15.
Article 23 of the 2022 Law on Emulation and Commendation stipulates the title "Grassroots Emulation Soldier" awarded to individuals who meet the following standards:
1. Meeting the standard of the title "Advanced Laborer" or "Advanced Soldier";
2. Excellently completing tasks or having initiatives recognized by the grassroots level or having scientific topics, scientific projects, scientific and technological works that have been accepted or ingenuity, creativity in combat, serving combat recognized by the unit. Thus, to be assessed as excellently completing tasks, there is no mandatory requirement to have initiatives.
In this case, teachers who are awarded the title of Grassroots Emulation Soldier do not need to have recognized initiatives.
Or, teachers to achieve the title of grassroots emulation soldier must have an initiative recognized by the grassroots or have a scientific topic, scientific project, scientific and technological work that has been accepted (collectively called an initiative).
The current law also does not have regulations on controlling the rate of grassroots emulation soldiers.
And in the draft amendment to the Law on Emulation and Commendation, it is expected to stipulate that initiatives are required to be proposed for the title of Emulation Soldier.
Article 23 of the draft stipulates that the title "Grassroots Emulation Soldier" is awarded to individuals who meet the following standards:
1. Be recognized for excellently completing tasks;
2. Having an initiative recognized by the establishment or having a scientific topic, scientific project, scientific and technological work that has been accepted or ingenuity, creativity in combat, serving combat recognized by the unit.
Thus, with the new draft, to be recognized as a grassroots emulation soldier, there will be a rate of no more than 20% because first, it must be evaluated as excellently completing tasks, the target of evaluating excellently completing tasks, the percentage of cadres, civil servants, and public employees ranked "Excellently completing tasks" in the total number of cadres, civil servants, and public employees in the same agency, organization, and unit, and for each group of subjects with similar tasks, not exceeding the percentage of party members ranked "Excellently completing tasks" according to the Party's regulations.
According to current regulations of the Party, the rate of party members who excellently complete tasks is no more than 20% of party members who complete tasks well. Therefore, no more than 20% of teachers will be recognized as excellently completing tasks.
Among the 20% who excellently complete this task, anyone who achieves an initiative or has a scientific topic, scientific project, scientific and technological work that has been accepted will be proposed for recognition as a Grassroots Emulation Soldier.
