According to the requirements of the Ministry of Education and Training, in December 2025, all provinces and cities must complete the review and development of plans to arrange public educational institutions according to the 2-level government and report the results to the Central Government.
The review must clarify the actual situation of scale, material facilities, staff, and operational efficiency of each facility; for facilities that are too large, too small, or no longer suitable for practical conditions, they must be considered and evaluated seriously, with scientific grounds.
The Ministry also requests not to organize arrangements mechanically. Each locality has different characteristics in terms of socio-economic conditions, population density, terrain, and traffic. Therefore, arrangements must be based on specific practice, ensuring appropriateness and efficiency. The arrangement must not affect the ongoing teaching and learning activities; do not let students have to take long breaks from school, and do not interrupt the program or annual plan.
The goal of the arrangement is to organize teaching and management better and more conveniently, thereby improving the quality of education. If the arrangement makes the scale too small, ineffective or reduces quality, then resolutely do not implement it.
Localities accelerate the progress of arranging educational institutions
Ca Mau Provincial People's Committee has just organized a Conference to announce decisions on arranging public non-business units and personnel work in the province.
The conference also announced arrangement decisions for public service units under specialized agencies and other administrative organizations under the Provincial People's Committee.
Accordingly, in the field of education and training, reorganize the Continuing Education Center under the Department of Education and Training; dissolve 6 vocational education - continuing education centers in the region (Gia Rai, Vinh Loi, Hoa Binh, Hong Dan, Phuoc Long, Dong Hai), transfer functions and tasks to the Bac Lieu Continuing Education Center, thereby reducing 23 public employee positions.
Dong Nai Provincial People's Committee has issued Official Dispatch No. 12138/UBND-KGVX to urge the arrangement of the organizational structure and network of public educational institutions.
The Provincial People's Committee proposed to accelerate the progress of arranging kindergartens, primary schools, secondary schools, and inter-level schools according to the plan. The review and reorganization of the apparatus and network of public educational institutions according to the guidelines and regulations of the Ministry of Education and Training ensures streamlining, convenience in organizing teaching activities and suitability to the local situation.
Schools under the Ministry of Education and Training reduce about 3,000 staff
