In the draft Decree detailing a number of articles of the Law on Teachers, the Ministry of Education and Training proposes that the annual summer vacation for teachers at preschools, general education institutions, continuing education institutions, university reserve schools, and specialized schools be 8 weeks, including annual leave.
The annual summer vacation for teachers in secondary schools and college lecturers is 6 weeks; for teachers in vocational education centers is 4 weeks; summer vacation includes annual leave.

The annual summer vacation for lecturers at higher education institutions is implemented according to the regulations on organization and operation of higher education institutions;
In case of emergency or emergency to prevent natural disasters, epidemics or urgent cases, the summer vacation time for teachers of preschools, general education institutions, continuing education institutions, university reserve schools, specialized schools, vocational training institutions shall be decided by the Minister of Education and Training according to his authority.
In addition to the summer vacation period as prescribed in Clause 1 of this Article, teachers and lecturers are entitled to holidays, Tet and other holidays as prescribed by the Labor Code.
Based on the school year schedule issued by the Ministry of Education and Training and specific local conditions, the Chairman of the People's Committee of the province or centrally run city (hereinafter referred to as the Provincial People's Committee) decides on the summer vacation time for teachers at preschools, continuing education institutions, university reserve schools, and specialized schools in the area.
Pursuant to Point b, Clause 1 of this Article, the head of a higher education institution or vocational training institution shall decide on the summer vacation of teachers and lecturers in accordance with the training plan and specific conditions of each school.
The summer vacation of teachers in educational institutions under the Ministry of Public Security and the Ministry of National Defense shall comply with the regulations of the Minister of National Defense and the Minister of Public Security.
Thus, it is expected that teachers in preschool and primary school will still have 8 weeks of summer vacation, but the new regulations will be more flexible, giving educational institutions stronger autonomy in developing plans and more reasonable working and rest time.
In addition, according to current regulations and the draft Decree on allowances for teachers, during the summer vacation, teachers are still entitled to full salary and allowances.
On the morning of December 10, 2025, at the 10th Session, the National Assembly passed a Resolution on a number of specific and outstanding mechanisms and policies to implement breakthroughs in education and training development.
Accordingly, with a specific and outstanding policy on human resource treatment in the education sector, the resolution stipulating preferential allowances for vocational training is implemented according to the roadmap prescribed by the Government for public preschool and general education institutions at a minimum of 70% for teachers, a minimum of 30% for employees and 100% for teachers working in areas with particularly difficult socio-economic conditions, ethnic minority areas, border areas, and islands.
Thus, from January 1, 2026, teachers across the country will enjoy a series of preferential policies on salary, allowances, and benefits. This is a motivation for teachers to work with peace of mind and stick with the education sector.
