Ministry of Education and Training proposes new salary scale, special salary applicable to teachers
The Ministry of Education and Training has sent to the Ministry of Justice for appraisal the draft Decree regulating salary and allowance policies for teachers. Accordingly, teachers at public educational institutions will apply the professional and nghiep vu salary scale of public non-business units; teachers appointed to professor titles will enjoy the senior expert salary scale. Salary ranking is regulated by the Minister of Education and Training, ensuring suitability with the job position and professional characteristics.
The draft Decree proposes to apply a special salary coefficient for teachers, calculated based on the current salary coefficient, with levels from 1.15 to 1.3. In which, preschool teachers enjoy a coefficient of 1.25; integrated education teachers, people with disabilities and some specialized institutions enjoy a higher coefficient. This is a priority policy for areas with high labor intensity, special professional requirements and responsibilities.
The proposals are built in accordance with the 2025 Law on Teachers, effective from January 1, 2026, in the spirit of ranking teachers' salaries highest in the administrative and public sector system and enjoying additional professional preferential allowances. Increasing teacher allowances: Ministry of Education and Training points out a series of inadequacies that need to be removed
The Ministry of Education and Training has sent to the Ministry of Justice for appraisal the draft Decree regulating salary and allowance policies for teachers, in order to concretize the 2025 Law on Teachers. In the process of building, the Ministry pointed out many prolonged inadequacies in the current allowance policy, directly affecting income, motivation and the ability to retain teachers in public educational institutions.

According to the Ministry of Education and Training, the current allowance system is still fragmented, overlapping, uncoordinated between localities and does not accurately reflect the nature of labor and working conditions of teachers at each level of education and region. Many new tasks arising in education innovation are not yet covered by allowances; preschool teachers, inter-school teachers, difficult areas and team leaders and deputy team leaders still face inadequacies in the preferential treatment regime.
From that practice, the National Assembly issued Resolution 248, increasing professional preferential allowances for preschool and general education teachers by at least 70%, teachers in particularly difficult areas enjoy 100%, and school staff receive preferential allowances for the first time. Preferential allowances: Principals in places where many schools no longer suffer losses
The Ministry of Justice is appraising the draft Decree on professional preferential allowances proposed by the Ministry of Education and Training, applicable to civil servants and employees in public educational institutions. The draft proposes 8 levels of allowances, from 20% to 80%, based on job position, education level and working conditions, of which the highest level is for teachers working in particularly difficult areas, specialized schools, ethnic minority boarding schools and educational institutions for people with disabilities.
The allowance levels are clearly grouped: 20-30% for support positions, university teaching, vocational education; 40-45% for preschool, general education and difficult areas teachers; 50-60% for teachers teaching political theory subjects, gifted schools, ethnic minority boarding schools; 80% for specific environments. Some subjects continue to enjoy allowances until the end of 2030 even though the area has reached new rural standards. See more...
