70% is the target, not the level to be applied immediately from 2026
According to Resolution No. 71/NQ-TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, vocational preferential allowances for preschool and general education teachers will be raised to a minimum of 70%. This is an important political message, affirming the Party's priority for the teaching staff - the key force of education innovation.
Next, Resolution No. 248/2025/QH15 of the National Assembly on specific and superior policies for human resources in the education sector has concretized this orientation. The Resolution stipulates: public preschool and general education teachers enjoy a minimum occupational preferential allowance of 70%; school staff at least 30%; teachers working in border areas, islands, ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions are entitled to a level of 100%.
Resolution 248 takes effect from January 1, 2026. However, the key point is that the National Assembly assigns the Government to stipulate a roadmap for implementation. This means that from January 1, 2026, teachers will not automatically enjoy the 70% level immediately, but need to wait for a specific guiding decree.

Phase 2026 – 2030: Applying allowances according to a separate roadmap
Implementing the requirements of the National Assembly, the Ministry of Education and Training has developed a draft Decree stipulating the professional preferential allowance regime for civil servants and employees working in public educational institutions and sent it to the Ministry of Justice for appraisal. This draft clarifies the roadmap for application in the period from January 1, 2026 to the end of December 31, 2030 - the "overdue" period before fully implementing the minimum level of 70%.
According to the draft, vocational preferential allowances continue to be distributed according to subjects, levels of education, and working conditions, with levels from 30% to 80%. Specifically, the 45% level applies to preschool and primary school teachers; the 40% level for secondary, high school, and continuing education teachers; the 60% level for teachers teaching in ethnic minority boarding schools, preschools - elementary schools in ethnic minority and mountainous areas; the 80% level for teachers of ethnic minority boarding schools, specialized schools, university preparatory schools, teachers teaching people with disabilities or working in particularly difficult areas.
This design method shows that, although it has not reached the "minimum 70%" mark as long-term orientation, in the period 2026-2030, teachers in many target groups still enjoy a fairly high level of allowance, reflecting the true nature of labor and working conditions.
Also according to the proposal of the Ministry of Education and Training, from January 1, 2023, vocational preferential allowances for preschool and general education teachers will be implemented in accordance with the spirit of Resolution 71: Minimum 70%, maximum 100% for teachers in particularly difficult areas; school staff enjoy a minimum of 30%.
This is considered a milestone in completing the policy roadmap, when budget resources, salary reform and socio-economic conditions have "ripe" to ensure sustainability.
