Provincial People's Committees manage the use of funding for extra-curricular facilities
The provincial People's Committee has the authority to handle violations in extra teaching and learning activities in the locality according to the provisions of Article 8 of Circular 29/2024/TT-BGDDT. The Provincial People's Committee is responsible for managing and promulgating regulations on additional teaching, organizing inspections, checking and handling violations according to the law.
Additional teaching activities in schools are only organized for students with legitimate needs, including students with weak learning, students with good student development, and students finishing the entrance exam. The school is not allowed to collect tuition fees and must organize registration and develop a specific extra teaching plan for each subject.
Additional teaching must ensure that the class has no more than 45 students, no pre-school content and no interspersation with the regular course schedule. The Ministry of Education and Training answers how to calculate seniority allowances for contract teachers
Whether contract teachers are entitled to seniority allowances or not is a question many teachers are concerned about.
Mr. N.V.T has been teaching under a contract since 2014, with social insurance contributions. In 2020, Mr. T was specially recruited into the payroll. Mr. T asked: "Is the time to calculate my seniority allowance regime from the year I was enrolled or from the time I taught a contract? ".
The Ministry of Education and Training responded to this issue on the Government's Electronic Information Portal as follows: Mr. N.V.T has been teaching on a contract since 2014 and was specially considered for admission to the payroll in 2020. According to the provisions of Decree 77/2021/ND-CP, teachers who have paid compulsory social insurance for 5 years (60 months) will be considered for seniority allowance.
