In Nghe An, hundreds of teachers and contract employees are having their salaries delayed because many localities no longer have funding to pay after implementing the 2-level local government model. Some people have not received their salaries for two months, and some places even owe them from the end of 2025. Schools said it is very difficult to terminate contracts because workers have been attached for many years and the unit still has demand, but if additional funding is not provided, they cannot balance it themselves.

The whole province currently has 63 teachers and 148 contract employees signed by the (old) district level or assigned to the school to sign contracts, many people have worked for more than 20 years but receive low salaries. After arranging the apparatus, some communes and wards are proactive in paying, but many places have not determined the funding, leading to the risk of terminating contracts or continuing to delay salaries, causing panic for the staff.
Meanwhile, the Nghe An education sector is lacking about 6,198 teachers at all levels of education, although in 2026 it is expected to be assigned more than 42,000 staff positions (down compared to the previous year). The Ministry of Education and Training has just issued Circular 06/2026/TT-BGDDT on the University and College Enrollment Regulations for Preschool Education, which stipulates that each candidate is only allowed to register for a maximum of 15 aspirations. According to the Ministry, this limit forces candidates to consider carefully, avoiding rampant registration because if unreasonable arrangement can lead to failure or failure to be admitted to an unwanted major or school.
