The Ministry of Education and Training talks about marking the high school graduation exam in the context of merging provinces and cities
The 2025 high school graduation exam is considered special when it is simultaneously organized for two groups of candidates to study according to the 2018 and 2006 general education programs, taking place in the context of the peak period of rearranging administrative units and merging provinces and cities. This raises concerns about the seriousness of the judging process.

Responding to this issue, Professor Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training) affirmed that the team of judging officers is still teachers in localities, unchanged due to merger, and the judging work will be seriously thoroughly implemented. The Ministry has provided guidance, inspection and coordination with local authorities to ensure proper implementation of regulations. The judging sessions will have a score synthesis to detect abnormalities early.
Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that the marking of exams depends not only on the government model but also on the spirit, responsibility and attitude of the exam marking staff. Commune-level People's Committees manage extra teaching and learning in the area from July 1
On June 12, 2025, the Minister of Education and Training issued Circular 10/2025/TT-BGDDT clearly stipulating decentralization and delegation of general education management to local authorities at two levels. Accordingly, the People's Committee at the commune level will be responsible for comprehensively managing extra teaching and learning activities in the area, including guiding, inspecting, handling or recommending handling of violations, and at the same time supervising compliance with regulations on working hours, safety, hygiene, fire prevention and fighting... for organizations and individuals teaching extra classes outside of school.
The Circular also clearly defines the authority of the People's Committee at the commune level in handling procedures for transferring schools and receiving secondary school students. Specifically, the Chairman of the People's Committee of the commune where he/she visits has the right to issue a letter of introduction to transfer schools, while the People's Committee of the commune where he/she visits receives documents, introduces to the school where he/she resides and reviews special cases of transfer schools in terms of time.
In addition, the People's Committees at the commune level are also assigned the responsibility of organizing and directing schools in the area in the work of evaluating primary and secondary school students. Proposal to reduce practical questions in the Math exam for high school graduation in the coming years
Master Nguyen Quang Thi (Bao Loc High School, Lam Dong) commented that the 2025 high school graduation Math exam mainly focuses on knowledge from grades 11 and 12, divided into three parts with a clear level of differentiation. Part I includes 12 basic multiple-choice questions, helping average students avoid paralysis. Part II has 4 correct/false questions for reasoning and synthesis, in which some difficult questions make students easily confused. Part III includes 6 short answers to classify excellent students, many of which are difficult and challenging, making it difficult for average students to get high scores.

From the reality of this year's exam, Master Thi believes that the exam is too heavy about practical questions with long references, easily causing students to spend a lot of time and have difficulty grasping the focus. Only average and weak students can complete part I; students who are good enough can do part II; only good students can complete part III. The prediction is that the scope will be concentrated at 5 to 6.5 points, making it difficult for a "10 point rain" like in previous years.
From the above analysis, Master Thi proposed two changes for the coming years. First, reduce the number of questions in grade 11, completely eliminate grade 10 content, to avoid overloading students. Second, it is necessary to limit the number of practical problems, arrange only 4 papers in part III to increase practicality but not create pressure.
