The Ministry of Education and Training responds to the proposal to abolish national and regional universities
At the Consultation Forum on policies to amend the Law on Higher Education, many opinions said that the model of two-level universities (colleges in universities) in Vietnam is causing problems in organization and management. Mr. Bui Xuan Hai - Principal of Hai Phong University commented that this model is contrary to the principle of autonomy, difficult to explain to international partners and should be abolished for member schools to operate as independent schools.
Mr. Vu Hoang Linh, Chairman of the Board of the University of Natural Sciences (VNU Hanoi), also shared the difficulties in international cooperation because the confusing term "University in university".
On the side of the Ministry of Education and Training, Deputy Minister Hoang Minh Son said that this is an issue being considered, but affirmed that it is not necessary to discuss the elimination of national and regional universities. Reasons for proposing to increase preschool teacher allowances to 80%
The Ministry of Education and Training (MOET) has just announced a draft of a new Decree on preferential allowances according to occupation for civil servants and employees in public educational institutions. After nearly 20 years of implementing Decision 244/200 and Circular 01 2006, many shortcomings have been revealed.

Preschool teachers, although working at high intensity (9-10 hours/day), have low incomes, leading to a high rate of retirement. Teachers at pre-university schools have similar duties but their allowances are lower than those at ethnic boarding schools. School staff such as accountants, health workers, librarians, etc. are currently not entitled to professional allowances and low promotion opportunities, making recruitment and retention difficult. Difficulties in the application area and changes in administrative units also cause confusion when implementing policies.
In that situation, the Ministry of Education and Training proposed to adjust allowances: preschool teachers increased to 45-80% depending on the region, teachers at pre-university schools increased from 50% to 70%, and school staff received initial allowances at a rate of 15-25% depending on their position.
