Proposal for a special allowance of 40% for integrated teachers
The Ministry of Education and Training is seeking opinions on a draft Decree guiding the Law on Vocational Education, in which it proposes a separate allowance regime for teachers at public vocational training institutions. The draft inherits current regulations, in order to maintain specific policies, avoid legal gaps and accurately recognize the labor nature of vocational teachers.

According to the draft, integrated teachers, practical teachers; excellent artisans; people with high vocational skills certificates who directly teach at colleges and secondary schools are entitled to a preferential allowance of 40%. In particular, teachers who teach students with disabilities are entitled to allowances from 50% to 65% depending on the rate of learners in the class; in case of teaching at schools, specialized classes or integrated education centers, they are entitled to the highest rate of 85% with responsibility allowance.
The draft clearly stipulates the principle of not receiving overlapping allowances and the calculation method and payment source according to current law. The Ministry of Education and Training affirms that this is a policy to care for the rights and encourage teachers to work in a special environment; teachers need to monitor and contribute ideas to the draft so that when issued, the policy is suitable for practice and ensures legitimate rights.
