Ministry of Education plans to tighten transcript admission, limit enrollment methods in 2026
The Ministry of Education and Training has announced the Draft University Enrollment Regulations for 2026 to collect opinions, with the aim of ensuring fairness, transparency, improving input quality and reducing social pressure. A noteworthy new point is that each training institution is only allowed to use a maximum of 5 enrollment methods (excluding direct admission), towards stability and sustainability in enrollment work.
The draft tightens high school transcript admission when requiring the use of the 6-semester average score of at least 3 subjects, compulsory for Math or Literature, with a minimum weight of 1/3 of the total score. At the same time, candidates for high school transcript admission must achieve at least 16 points (scale 30) in the corresponding high school graduation exam subject combination; some majors also require a threshold of 20 points or more. All admission combinations must have Math or Literature and be suitable for the input requirements of the major.

The draft also stipulates a maximum bonus point of 3 points (scale 30) for achievements of excellent students, talents, foreign language certificates; candidates are allowed to register for a maximum of 10 aspirations and arranged in priority order. University suspends and removes lecturer names on doctoral steles for using fake degrees

Hanoi National University of Education 2 suspended teaching and removed the name from the doctoral honor stele for a department head of the English Department after this person admitted to using an illegal doctoral degree. The school also reviewed all related diplomas and coordinated with functional agencies to verify and handle according to regulations.
