After the first phase of the 2025-2026 school year education official recruitment, Ho Chi Minh City is still short of teachers at many levels of education, especially at the secondary school level and subjects of Literature, History - Geography, Fine Arts, Music.
Faced with this reality, the Ho Chi Minh City Department of Education and Training (GDDT) has announced additional recruitment of 1,418 teachers from candidates who participated in the first phase but failed. Including 1,182 teachers for schools directly under wards and communes and 236 teachers for public non-business units directly under the Department.
The supplementary recruitment round is considered a second opportunity for unsuccessful candidates, especially pedagogical students who enjoy the Government's Decree 116 policy.
Graduating in July 2025, Mr. Nguyen Thanh Long (from Tay Ninh) said that he had applied for the first phase of education civil servant recruitment but was not admitted, even though he achieved more than 60 points.
Knowing that Ho Chi Minh City has an additional teacher recruitment phase, I am very happy. Almost every day I follow information from the Department of Education and Training, afraid of missing the registration milestone," Mr. Thanh Long shared.
Mr. Thanh Long added that his pressure also comes from registering to enjoy policies according to Decree 116 of the Government during his pedagogical studies.
According to Decree 116, from 2021, pedagogical students trained according to social needs or assigned tasks, orders or bidding will be supported 100% of tuition fees along with 3.63 million VND/month for living expenses (not exceeding 10 months/school year).
In case pedagogical students have enjoyed policies, they will have to compensate for expenses if they do not work in the education sector after 2 years of graduation; do not work enough time, at least twice the training time calculated from the date of recruitment; students transfer to other training majors, voluntarily drop out of school, do not complete the training program or are disciplined and forced to drop out of school.
Knowing the high level of competition, I proactively registered to take the exam at a school in an area quite far from the center of Ho Chi Minh City - Lai Thieu (Binh Duong before), but the level of competition is still high and I did not pass," Mr. Thanh Long said.
Sharing the same mood, Mr. Minh Tien (Ho Chi Minh City), who graduated in 2025, shared: "Receiving Decree 116 helps us to study with peace of mind, but when graduating, we have to take care of output ourselves. If we are not recruited as civil servants, we are very pressured because we still have the obligation to return support funds if we do not do the right job".
According to Mr. Minh Tien, this supplementary enrollment is of special significance to students under Decree 116, because if they are not admitted, many people will have to continue waiting, while the commitment implementation time is increasingly shortened.
According to information from the Department of Education and Training (GDDT) of Ho Chi Minh City, the subjects eligible to register for additional recruitment are those who have applied but have not been admitted in the first phase of civil servant recruitment, have a second round exam score of 50 points or higher and are not subject to result cancellation.
In the first phase of recruiting education officials, Ho Chi Minh City had more than 10,000 candidates registered for the exam, and the city recruited 3,908 teachers.
Statistics from Lao Dong show that in this supplementary recruitment round, public non-business units directly under the Department have 88 units recruiting from 1-12 teachers.
In which, Literature has the highest demand with 51 teachers; Economic and Law Education 29 teachers; English 22 teachers; History 18 teachers; Geography and Informatics together with 16 teachers; Physics 15 teachers...
For schools directly under wards, communes and special zones, there are about 500 units registering for recruitment, including: Kindergarten needs to recruit 67 additional teachers; Primary school recruits 404 teachers; Secondary school recruits 711 teachers.
