Ministry of Education and Training: Preschool teachers' salaries are currently at the lowest level
The Ministry of Education and Training (MOET) said that the salaries of most teachers are currently lower than those of civil servants in other sectors, especially preschool teachers, who are the lowest-income group, despite the heavy workload and high pressure working environment.

According to the draft Decree regulating salary policies and allowances for teachers, all teachers will receive a "specific salary coefficient", in which preschool teachers will receive a rate of 1.25 and other teacher titles will receive a rate of 1.15 compared to the current salary coefficient. In particular, teachers teaching in disadvantaged areas or specialized schools are added 0.05 compared to the prescribed level.
The Ministry of Education and Training affirmed that the application of a specific salary coefficient is a necessary step to implement the policy of "the highest teacher salary in the administrative and career system" under the Law on Teachers. Research a roadmap to increase vocational allowances for teachers and school staff
At the 51st session, the National Assembly Standing Committee gave its opinion on the draft Resolution regulating specific mechanisms in education, to implement Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development. The draft consists of 11 articles, focusing on 6 key policy groups such as: Management and development of human resources in the education sector; programs, contents and mechanisms for educational development; digital transformation, science and technology and innovation; international integration; finance, incentives and investment.

A notable point is the preferential allowance policy for teachers and school staff: Vocational allowances are regulated at least 70% for teachers, 30% for staff and 100% for teachers working in areas with particularly difficult socio-economic conditions, border areas, islands, ethnic minority areas, mountainous areas and specialized schools.
In addition to the allowance policy, many opinions propose piloting a bilingual training program, aiming to make English the second language in schools; at the same time, supporting all learning costs for ethnic minority students to narrow regional gaps and develop high-quality human resources.
