All teachers are entitled to a special salary coefficient
The Ministry of Education and Training (MOET) has just announced a draft Decree regulating salary policies and allowances for teachers to collect comments.
According to this draft Decree, all teachers are entitled to a "special salary coefficient".
In which, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient; other titles of teachers are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient. For teachers teaching at schools, classes for people with disabilities, centers to support the development of integrated education, and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.
The specific salary coefficient is calculated with the salary level and is not used to calculate the allowance level with the salary calculation formula as follows:

On the evening of November 5, providing more information about the draft Decree, the Ministry of Education and Training said that the above proposal is a necessary regulation to realize the policy of "teacher salaries are ranked highest in the administrative career salary scale system" stipulated in the Law on Teachers.
"This is the first policy to concretize the Party's policy on teachers' salaries as stated above, demonstrating the concern of the Party and the State, the National Assembly and the whole society for the position, role and specific characteristics of teachers' professional activities" - the Ministry of Education and Training affirmed.
The Ministry believes that the salary policy is a key solution to contribute to attracting good people to become teachers, improving the quality of the teaching staff, thereby improving the quality of education and training. At the same time, this is also a solution to help teachers feel secure in their work, contributing to the cause of education and training.
However, to make "teacher salaries ranked highest in the administrative career salary scale system" a reality, the Government needs to have specific solutions to impact and adjust the salary coefficient that teachers are currently holding.
The salaries of most teachers are ranked lower than those of civil servants in other sectors
According to current regulations, teachers' salaries are not currently ranked highest in the administrative career salary scale system, and most teachers are even ranked on the low salary scale.
The Ministry of Education and Training said that when reviewing and comparing the applied salary scale, it can be seen that the salaries of most teachers (except for college lecturers, university lecturers, vocational education teachers) are ranked lower than civil servants in other fields such as health (doctor, pharmaceutical doctor), construction (architect, examiner), transportation (road technician, construction management, maintenance), justice (Tourist), culture - sports (director, actor, painter, coach), science and technology ( researcher, engineer), information and communication (report reporter, interpreter, TV director) ...
Civil servants in other sectors are classified into 3 - 4 ranks (from class IV to class I), receiving salaries from A1 - A2.1 - A3.1 (corresponding to the salary scale of 6 - 8 - 10). In particular, except for health workers and science and technology workers who require a doctorate or master's degree with a grade I, other majors only require a general training level of civil servants from grade III to grade I who are university students.
Except for university, college lecturers and vocational education teachers, teachers are also classified into 3 - 4 grades (from Grade IV to Grade I), most of whom are receiving salaries from A0 - A1 - A2.2 - A2.1 (equivalent to the salary scale 5 - 6 - 7 - 8) who are preschool, general education, university reserve, and continuing education teachers (accounting for about 88% of the total number of teachers).
In particular, the salary scale applied to preschool teachers is currently the lowest among teachers' titles and lower than all civil servants in other sectors and fields.
While the working environment, the professional nature of preschool teachers has been proven to be arduous.
This is also the basis for reducing the retirement age of preschool teachers by 5 years compared to the normal retirement age and has been specifically regulated in Article 26 of the Law on Teachers.
The Ministry affirmed that the salary arrangement of teachers can only be fundamentally resolved when the Government issues a new salary policy and rearranges the salary scale of teachers and other civil servants in the sector.
However, in the context that the Government has not issued a new salary policy, it is necessary to issue regulations on specific salary coefficients (such as the draft Decree regulating salary policies and allowances for teachers that are expected).
Although the specific salary coefficient does not help teachers' salaries be ranked "highest", it will help teachers' salaries be ranked "higher" than that of civil servants with the same salary scale.
