List of wards prioritized by Hanoi to build more schools
Hanoi City People's Committee is seeking people's opinions on the Master Plan of Hanoi Capital with a 100-year vision, which sets the goal of expanding the school system to meet the learning needs of the rapidly increasing population. According to forecasts, in the period 2031-2065, the city needs to build 1,383 new schools, including 641 kindergartens, 389 primary schools, 218 secondary schools and 135 high schools.

The plan aims to develop the school network in the direction of solidification, modernization and standardization, ensuring access to education for people. The city sets a target that each commune, ward or new urban area will have kindergartens, primary schools and secondary schools, and at the same time, each area with a scale of 3-5 tens of thousands of people will have at least one high school, in order to reduce school overload.
Hanoi also identified 33 wards that are lacking schools that will be prioritized for investment such as Cau Giay, Nghia Do, Yen Hoa, Khuong Dinh, Thanh Xuan, Hoang Mai, Long Bien, Tay Ho, Ha Dong... Opening up more opportunities to enter 10th grade public schools in Ho Chi Minh City
The Ho Chi Minh City Department of Education and Training said that the 10th grade entrance exam for the 2026-2027 school year in Ho Chi Minh City will have many adjustments to meet the sharp increase in the number of students. In 2026, it is expected that more than 169,000 9th grade students will graduate, an increase of about 43,000 students compared to the previous year, while public high schools currently only have about 103,700 places (equivalent to 61%). This means that nearly 51,000 students may not have a place in a public school if the scale is not expanded.

To increase opportunities for students, the city's education sector is considering increasing enrollment targets based on the actual capacity of each school such as the number of classrooms, facilities, teaching staff and the ability to organize two sessions/day. Some schools may increase the number of classes or increase the number of students reasonably, thereby raising the total target for 10th grade public schools to about 118,356 students, equivalent to nearly 70% of secondary school graduates.
In addition, the 10th grade exam in Ho Chi Minh City is expected to be held earlier, around June 1-2, instead of June 6-7 as before, to avoid overlapping with the high school graduation exam.
